The Florida Department of Financial Services (Department) is seeking a replacement for its Fire College Department of Insurance Continuing Education (FCDICE) system that allows the Department to comprehensively manage and deliver training and associated processes for its stakeholders through a user-friendly and functionally rich system that meets its operational needs. Throughout the project, the Contractor will be required to perform and lead all stages of the project lifecycle including but not limited to, discovery/planning, configuration, test, deploy/go-live and post go-live support in accordance with the Contractor's proposed methodology. The Florida Department of Financial Services (DFS) is seeking a replacement for its Fire College Department of Insurance Continuing Education (FCDICE) system. The purpose of the replacement is to allow the Department to manage and deliver training and associated processes for its stakeholders through a user-friendly and functionally rich system. The selected contractor will be responsible for all stages of the project lifecycle, including discovery/planning, configuration, testing, deployment, and post go-live support. The Department's Division of State Fire Marshal manages over 100,000 certifications and processes related to training and student services. This includes activities such as approving testing minimum standards, certification renewals, and managing fire safety inspections of state-owned and leased buildings. The Bureau of Fire Standards and Training is responsible for approving firefighter training curriculum and instructors. The current FCDICE system is a web-based on-premises application used by various stakeholders in the fire service industry. A feasibility study conducted in 2023 concluded that an intuitive and configurable system is needed to meet the needs of the Florida State Fire Marshal.
