Overview

The Small Business Administration (SBA) is issuing this synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Filing COVID-19 Economic Injury Disaster Loan (COVID EIDL) Uniform Commercial Code (UCC) Continuation Statements. The result of this market research will contribute to determining the method of acquisition. The SBA anticipates using North American Industry Classification System (NAICS) code 561499 All Other Business Support Services for this acquisition.

The Small Business Administration (SBA) is conducting market research to identify parties interested in supporting the requirement for filing COVID-19 Economic Injury Disaster Loan (COVID EIDL) Uniform Commercial Code (UCC) continuation statements. This initiative aims to determine the acquisition method. The SBA has filed UCC financing statements on all personal property for COVID EIDLs exceeding $25,000, which necessitate continuation statements to maintain their effectiveness.

Work Details
The contractor must provide all resources necessary to accomplish the tasks outlined in the work statement. Key tasks include:

1. Pre-Filing Check: Verify UCC financing statements against Secretary of State records using data files provided by SBA.

2. File UCC Continuation Statements: Timely file correct continuation statements for active COVID EIDLs with valid UCC financing statements.

3. Monthly Reject Report: Provide reports detailing any rejected continuation statements and corrective actions taken.

4. Record of Filed UCC Continuation Statements: Deliver monthly records of filed continuation statements in a predetermined format.

The contractor must also ensure compliance with security protocols and maintain confidentiality of government data.

Period of Performance
The period of performance consists of a base year from October 31, 2024, to October 30, 2025, with two option years extending through October 30, 2027.

Place of Performance
The primary place of performance will be at the contractor's facility or an approved alternate work site, with provisions for telework.
