Notice:
The purpose of this amendment is to edit the information in Attachment 4(a) TOPR Instructions and Scenarios and Attachment 4(b) Task Order Proposal Matrix and provide answers to vendor submitted questions.

1. The location for scenario #5 is hereby changed from Texas to South Dakota in Attachments 4(a) and 4(b) dated 3-29-19.

2. Answers to vendor submitted questions can be viewed in the attached document titled "Responses to Ctr questions RFP 70FB7019R00000008 3-29-19.

3. All other provisions and clauses remain the same.

This request for proposal (RFP) is issued to procure Housing Inspection Services for FEMA's Recovery and Response Division under FEMA's Individual Assistance Program.

Offerors shall provide residential damage assessments for survivors affected by presidentially declared disasters within the United States, U.S. Territories, and Native American Reservations. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform housing inspections. Contractors shall collect data related to the extent of damage to real property; private multi-family properties, any road and bridge repairs needed, the habitability of the home; ownership, occupancy and insurance verification information; the extent of damage to personal property and vehicles; photos of residential damage; information regarding other disaster expenses and needs; and area access issues.

This effort was synopsized under pre-solicitation notice #70FB7018R00000023 in accordance with FAR Subpart 5.2. Additional notices in regard to the current solicitation were provided through RFIHousing_Inspection_Services_(FEMA) posted December 13th, 2016 and draft RFP #70FB7018R00000023 posted July 25th, 2018. This RFP details the Government's effort to award one or more indefinite delivery indefinite quantity (ID/IQ) contracts using FAR Part 15 (Contracting By Negotiations) and Subpart 15.101-1 Source Selection Trade-Off Process in determining the best value for the Government.

FEMA anticipates award in July of 2019.

Contract Type: Five (5) year Multiple Award Indefinite-Delivery/Indefinite-Quantity contract with Fixed Price (FP), Labor Hour (L/H), and Cost Reimbursable (CR) line items.

Estimated Period of Performance: July 1, 2019 to June 30, 2024. This request for proposal (RFP) is issued to procure Housing Inspection Services for FEMA's Recovery and Response Division under FEMA's Individual Assistance Program.

Proposals submitted in response to this RFP shall be valid for 180 days from the date this RFP is closed.
