The purpose of this Amendment No. 03 for Request for Proposal (RFP) No. 72038823R00001 is to amend relevant RFP sections as per following. Please see track changes version. (a clean pdf version of the RFP is also furnished for ease of reference).

Amendment # 2

The purpose of this AmendmentNo. 02 forRequest forProposal (RFP)No. 72038823R00001 is to amend relevant RFPsection in order to provide further clarification on USAID response to question no. 22& 35 as published in the Amendment no.1 of the RFP. Accordingly, following changes have been made to the RFP: Please see track changes version. (a clean pdf version of the RFP is also furnished for ease of reference).
(a) DeleteUSAID response to questionno. 22as posted on Amendment no. 01 of the RFP and replacedwith the updatedlanguagein section L.8.A of the attached track changes RFP.
(b) Delete USAID response to question no.35 as posted on Amendment no. 01 of the RFP and replace with USAID does not intend to make an exception for firm fixedprice subcontracts. See the instruction in this regard as stated in section, L.8.B.f, -Subcontractors may submit alternative information substantiating price reasonableness documentation/justification for other than cost contracts.

Base RFP

The overall goal of the activity is to generate a sustainable increase in lending volume to the agricultural sector that is additional and with positive development impact. The activity will facilitate financing (a strong emphasis on additionality, i.e. financing which otherwise would not have occurred) to agricultural micro, small, and medium enterprises (MSMEs), including farmers.The overall goal of the activity is to generate a sustainable increase in lending volume to the agricultural sector that is additional and with positive development impact. The award will be issued on a cost plus fixed-fee basis. This award will be managed adaptively, which means that USAID will work with the contractor to periodically review and based on experience, progress, and learning make changes to the workplan and/or the Contractor's overall approach. In the interest of adaptive management, targets are expected to be modified periodically (at least annually during the workplanning phase) based upon learning and evidence to ensure that targets are realistic but aggressive.

The Government intends to conduct the evaluation and selection process in two phases. This is a phased acqusition voluntary down select process as described in the solicitation. All Offeror's responding to Phase One are eligible to continue to Phase Two although Offeror's will be advised after evaluation of Phase One proposals on whether or not they are considered viable and encouraged to continue through the solicitation process.

Summary Project Description:

The purpose of this contract is to create more environmentally friendly agricultural sector with increased MSME (Micro, Small, and Medium Enterprises) and farmer revenue and new job creation, contributing to overall economic growth and public fund. The activity will use three integrated, demand-driven approaches

1) Designing, deploying, and embedding smart incentives among Fis (Financial Institution)

2) Building strategic partnerships among FIs and value chain players; and

3) Advancing inclusive credit policies through institutionalized public-private engagement and through interventions derived from these three integrated approaches resulting in $448M in lending to 52,300 farmers and 2,120 MSMEs.

The project will also catalyze systemic change in the agricultural credit market, using grant-based incentives to shift behavior among financial institutions (FIs) including banks, non-banking FIs (NBFIs), microfinance institutions (MFIs), and fintechs to make agricultural credit more sustainable, climate resilient, and inclusive for underserved groups (i.e., women, youth, first-time borrowers, indigenous and ethnic minorities, LGBTQI+ community).

Background

Work Details
The purpose of this contract is to provide technical assistance and services for the implementation of the Feed the Future Bangladesh Inclusive Access to Finance Activity. The contract type is a cost-plus-fixed fee (CPFF) completion-type, cost reimbursement contract. The estimated cost for the performance of work required hereunder, exclusive of fixed fee, if any, is $TBD.
The period of performance of this contract is five (5) years from the date of contract signature. The place of performance is Bangladesh.
