Background
The Federal Emergency Management Agency (FEMA) is seeking to procure Hazard Mitigation Technical Assistance Program (HMTAP) services to enhance its capacity in managing pre-disaster, during disaster, and post-disaster mitigation and environmental responsibilities.

This acquisition will result in three single-award Indefinite Delivery-Indefinite Quantity (IDIQ) contracts for three geographic zones across the United States and its territories.

Work Details
The contractor will provide Non-Architectural and Engineering (Non-A&E) Hazard Mitigation Technical Assistance Program (HMTAP) support services.

The tasks include:
- Furnishing all personnel, facilities, equipment, materials, supplies, and services necessary to perform the required work as outlined in the Performance Work Statement (PWS).
- Each task order will have a unique PWS within the scope of the contract.
- The work is divided into three sectors:
- Sector A includes FEMA Regions IV, VII, IX and Headquarters offices.
- Sector B covers FEMA Regions II, III, VIII, X and specific Headquarters offices.
- Sector C encompasses FEMA Regions I, V, VI and Headquarters for HMA Grants implementation.

Period of Performance
The contract will be performed over a base period of 12 months following contract award with potential option years.

Place of Performance
The services will be performed across various geographic locations corresponding to the designated FEMA regions.
