FDR LAKE DEBRIS REMOVAL CONTRACT
Background
The Bureau of Reclamation has debris collection facilities and a disposal facility on Franklin D. Roosevelt Lake, near the town of Kettle Falls, Washington. The collection facilities capture floating debris consisting of logs, snags, and slash from upriver logging, uprooted trees and brush from riverbank undercutting, and miscellaneous floating debris and garbage. The Contractor shall manage the debris collection facilities at China Bar and Kettle River and the debris disposal facility at Boise Cove efficiently and effectively in order to prevent debris from entering and floating on the waters of Franklin D. Roosevelt Lake and the Lake Roosevelt National Recreational Area.

Work Details
The tasks involve managing the debris collection facilities at China Bar and Kettle River, as well as the debris disposal facility at Boise Cove. This includes collecting, towing, and restraining debris using existing log boom systems furnished by the Bureau of Reclamation. The contractor is also responsible for monitoring navigation lights, disposing of collected debris, inspecting, monitoring, and repairing navigation buoys, maintaining log booms to contain all debris without loss, providing weekly work logs, recycling debris when possible, disposing of dangerous waste according to regulations, and reporting any suspected dangerous wastes or human remains discovered in the debris.

Period of Performance
The period of performance for this contract is as follows: Base Year: June 1, 2023 through March 31, 2024; Option Year 1: April 1, 2024 through March 31, 2025; Option Year 2: April 1, 2025 through March 31, 2026; Option Year 3: April 1, 2026 through March 31, 2027; Option year 4: April 1, 2027 through March 31, 2028.

The geographic location(s) where the contract will be performed are China Bar (at approximately River Mile 724), Kettle River (at approximately River Mile 707), and Boise Cove (at approximately River Mile 702) on Franklin D. Roosevelt Lake.
