The FDIC is seeking a design-build contractor to transform the FDIC's Board Room Collective (BRC), located at FDIC headquarters at 550 17th Street, Washington DC, into a state-of-the-art broadcasting and collaboration spaces (referred to herein as the solution ) with high quality audio, video, lighting, and associated construction. The solution will be highly available, effective, and efficient while ensuring audio and video (AV) worthiness wherein all in-person and remote Board Members, participants, and observers in an audio, video, or combined audio and video call can hear (and be heard) and see (and be seen) clearly. AV worthiness means attendees and audiences at any location in the room or remotely will be able to hear (and be heard) and see (and be seen) clearly. The Division of Information Technology (DIT) and the Division of Administration (DOA) are collaborating on the approach to technology and room modernization requirements.

This posting is for the Request for Proposal. See attachments for the full RFP and due dates. Please read the solicitation in it's entirety including SOO and Attachments to the SOO. Please note this requirement involves a two-step selection process, Please send an email to the CO expressing interest to attend the Site Visit (limited to 2 per company) no later than January 10, 2025. You must include the signed Confidentiality Agreements prior to attending the Site Visit and to be sent via email Attachments1,2,3 to the SOO. The Site Visit will take place on January 17,2025 at 10am EST and all attendees must be in-person.

All Questions and Phase I - Volume I Proposals are due by 12PM EST. January 31, 2025. FDIC will respond to all questions with an amendment posted to SAM.gov after the question due date.

Vendors will be notified if they may continue to Phase II based on the rating of their Phase I-Volume I Proposals.

Phase II Proposals are due by 12PM EST March 25, 2025.

1/10/2025 - Amendment 0001 is hereby issued to add a Phase I Questions due date of January 21, 2025 at 12PM est. See attachments.

1/24/2025 - Amendment 0002 is hereby issued to issue the Government's response to Questions recieved regarding Phase I Proposals and Evaluation. All Phase I Proposals are due on January 31, 2025 by Noon EST.

1/25/2025 - Amendment 0003 is hereby issued to add responses and questions to Phase I Q&A (reflected in red) and post the Site Visit Presentation from 1/17/2025. Please note Site Visit Questions and Responses will be posted in a seperate amendment. All Phase I Proposals are due on January 31, 2025 by Noon EST.

1/29/2025 - Added Attendee's list from Site Visit held on 1/17/2025 at FDIC. Amendment 0004 is issued to extend the Phase I Propoasl due date to February 14, 2025 by Noon EST. All Phase II Questions are still due on January 31, 2025 by Noon EST. See Attachments.

2/15/2025 - Amendment 0005 is issued to provide the Government's responses to the Site Visit and Phase II Questions. As a result, some edits have been made to the solicitation. A revised SOO and SOO Attachments B & D and Attachment L-1 Page Limitations have been provided in Amendment 0005. Confidential SOO Attachment 2 has been edited and SOO Attachments 4-7 have been added to the SOO. These Attachments will be provided to vendors who have submitted Confidentiality Agreements and Phase I Proposals. No further questions will be answered.

The FDIC anticipates sending notifications to Offerors regarding Phase I by February 26, 2025. Phase II Proposals are due March 25, 2025 at Noon EST.

Background
The Federal Deposit Insurance Corporation (FDIC) is an independent agency of the U.S. government established in 1933 to insure bank deposits and maintain sound conditions in the banking system.

The FDIC is seeking a design-build contractor to transform its Board Room Collective (BRC) located at 550 17th Street, Washington DC, into state-of-the-art broadcasting and collaboration spaces with high-quality audio, video, lighting, and associated construction.

The goal is to create a highly available, effective, and efficient solution that ensures audio and video worthiness for all participants in both in-person and remote settings.

Work Details
The contractor will be responsible for the following tasks:
- Transforming the BRC to provide an ideal user experience with high-quality audio-visual capabilities.
- Providing turnkey demolition, modification, and construction services including electrical, lighting, communications, air conditioning, fire alarm systems, fire suppression systems, and architectural finishes.
- Acquiring, delivering, installing, and configuring all necessary equipment and materials.
- Conducting a structural analysis for heavy items and ensuring HVAC systems are adequate for comfort and indoor air quality.
- Ensuring that all work respects the historic preservation status of existing wood paneling in the Board Room.
- Providing training for FDIC personnel on the operation of the new systems.
- Ensuring interoperability with FDIC’s Virtual Outreach Center (VOC) and other technologies.

Period of Performance
The initial period of performance begins upon contract award and is expected to last approximately six months for full operational capability.

Place of Performance
The contract will be performed at FDIC headquarters located at 550 17th Street NW, Washington DC.
