FDIC Independent Investigation Support

Background
The Federal Deposit Insurance Corporation (FDIC) is seeking proposals from U.S. law firms to provide non-criminal administrative investigation services related to federal employment law and Title VII support. This contract aims to address allegations received by the FDIC’s Office of Professional Conduct (OPC) and Office of Equal Employment Opportunity (OEEO).

The FDIC may award multiple contracts through this solicitation, which is intended for selecting firms to whom investigation work will be referred, covering both immediate and future investigations.

Work Details
The selected law firm(s) will perform the following services:

1. Investigative Services:
A. Conduct thorough and timely investigations to identify facts, including gathering and reviewing evidence and conducting transcribed interviews.
B. Apply FDIC policies and Federal employment law, including relevant case law, to determine whether allegations are substantiated or not.
C. Prepare comprehensive reports of investigations that include underlying evidence labeled as exhibits.
D. Prepare recommendation memoranda for the FDIC regarding corrective actions or discipline warranted based on findings.
E. Comply with guidelines in Appendices A and B for matters referred by OPC and OEEO, including any adjustments made post-award or for individual investigations.

2. Provide legal support and counsel to OPC and OEEO, assisting in policy development and offering legal advice related to their functions.

3. Participate in meetings and conference calls with FDIC representatives to discuss proposed services.

Place of Performance
Investigations may take place anywhere in the United States, requiring potential travel.
