FCI Three Rivers, Texax Vocational Training Program for Barber and CDL

Background
The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, Texas intends to make a single award of an indefinite delivery/requirements type contract with firm-fixed unit prices to an accredited institution of higher learning, post-secondary institution, vocational training, or industry-based school for the provision of vocational training instruction courses for a Barber Program and a Commercial Drivers License (CDL) Program for the Federal Correctional Institution (FCI) Three Rivers, located at US Highway 72 West, Three River, TX 78602. The vocational training program must fall under the contractor’s umbrella of accreditation and lead to transferrable credits resulting in successful completion of the vocational training programs and must qualify the inmates for at least entry-level employment in a specified field upon release. The contractor shall not be a self-employed individual or an individual employed by a post-secondary institution. The contract must be between a post-secondary educational institution, junior college, college, vocational training school, or industry-based school.

Work Details
The contractor is required to provide vocational training instruction courses for a Barber Program and a Commercial Drivers License (CDL) Program at FCI Three Rivers. The Barber Program requires an estimated six sessions per day, Monday through Thursday for class and lab assignments. Friday will be used for administrative work and/or make-up work as necessary. The program is for an estimated 20 students per year.

The CDL Program requires four sessions per day, Monday through Friday. A session is defined as one hour. The program is for an estimated 40 students per year. Both programs require the contractor to provide academic reports at the end of each training so the institution can either have the student complete or withdraw from the classes.

Period of Performance
The base period of performance is from the effective date of award (EDOA) through 12 months from EDOA with four possible 12-month option years renewal at the unilateral discretion of the government.
