THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY - Solicitations are not available at this time. This notice does not constitute a commitment by the Government. The information gathered from market research questionnaire will be vital in the formation and set aside status of the solicitation.

The Bureau of Prisons has a future requirement for Class B Water Testing Services at the Federal Correctional Institution located in Pekin, IL. The contractor will provide services in accordance with the attached Statement of Work. The Government contemplates awarding of an indefinite-delivery, requirements-type contract with firm-fixed unit prices resulting from the future solicitation. The contract year shall consist of (1) 12-month base year with up to (4) 12-month option years and an option for a 6-month extension .

Market research is being conducted to determine interest and capability of potential sources for this requirement. All information submitted in response to this announcement is voluntary. The Government will not pay for information requested, nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Market Research Questionnaire will be available on or about Monday, April 21, 2025, and will be distributed solely through General Services Administration's website at www.sam.gov. The site provides downloading instructions. All future information about this acquisition, including solicitation and/or amendments, will be distributed solely through this site.

Interested parties can submit offers/quotes equally with other organizations for contracts for which they are eligible. The response date for the market research questionnaire survey is Monday, May 12, 2025, at 1:00 pm, CST. All responses to the Market Research Questionnaire maybe submitted via email to hfrei@bop.gov. No collect calls will be accepted. No telephone requests or written requests for the market research questionnaire will be accepted.

Background
The Bureau of Prisons is seeking to establish a contract for Class B Water Testing Services at the Federal Correctional Institution located in Pekin, IL. The goal of this contract is to ensure compliance with the Illinois Environmental Protection Agency (IEPA) testing requirements, thereby supporting the agency's mission to maintain safe and healthy conditions within correctional facilities.

This sources sought announcement is part of market research to assess interest and capability among potential contractors.

Work Details
The contractor shall perform the following tasks:
- Collect water samples at the Federal Correctional Institution (FCI) and the Federal Prison Camp (FPC).
- Conduct IEPA Bac-T water testing.
- Complete all required paperwork associated with sampling.
- Submit results to the IEPA.
- Maintain 'Responsible Operator in Charge' forms as per IEPA regulations.
- Ensure compliance with Community Water Supply testing standards.
- Inform the Facilities Manager in writing of all correspondence, testing requirements, and results.
- Provide technical guidance for repairs, new construction, and emergency situations.
- Report any unsafe conditions or violations immediately.

The contractor must hold a class 'B' operator’s license through the IEPA and adhere to institution security regulations, including attending a four-hour orientation training program. Quality standards will be monitored by a designated representative from the institution.

Period of Performance
The contract will consist of a 12-month base year with up to four 12-month option years and an option for a 6-month extension.
