FCI/FPC Loretto - Solid Waste Removal Services

Background
The Federal Bureau of Prisons (BOP) is conducting market research to determine interest and capability of potential sources for Solid Waste Removal Services at the Federal Correctional Institution (FCI) Loretto and Federal Prison Camp (FPC) Loretto, located in Loretto, Pennsylvania.

The goal of this contract is to provide comprehensive trash removal services for these facilities, which are co-located. The contract will consist of one base year and four option years, with a focus on compliance with local, state, and federal regulations.

Work Details
The Contractor shall provide complete trash removal services including: pick-up, haul, dump, and cleaning of receptacles for the FCI/FPC. Specific tasks include:
- Emptying two government-owned compactors at FCI and two at FPC.
- Performing approximately six pulls per year for the deactivated FPC.
- Utilizing vehicles designed for refuse collection that prevent loss of refuse.
- Ensuring proper operation of compactors by unhooking and re-hooking electrical apparatus during service.
- Thoroughly pressure cleaning and sanitizing each compactor after waste disposal.
- Adhering to a pick-up schedule: FCI on Thursdays after 7:30 A.M. and FPC based on request after 7:30 A.M., both returned before 2:30 P.M.
- Providing maintenance services for government-owned compactors when requested.
- Complying with all health and sanitation codes during waste disposal and providing documentation of compliance with landfill regulations.
