PROJECT 23Z3AL1 REPLACE WATER HEATERS

1. DESCRIPTION OF REQUIREMENT / SPECIFICATIONS

A. INTRODUCTION

The Federal Bureau of Prisons (FBOP), Federal Correctional Complex, Coleman, Florida (FCC Coleman) located at 846 NE 54th Terrace, Coleman, Florida in Sumter County intends to make a single award to a responsible entity that will provide all necessary equipment and delivery costs for the purchase of domestic water heaters as described within this Description of Requirement. Supply, procurement, and contracting shall comply with Federal, state, and local regulations, codes, and standards. This contract will consist of supply only.

B. BACKGROUND INFORMATION

The FCI Low component of the FCC Coleman complex is in need of a new water heater to replace failed domestic water heaters in the A Unit. The FPC component of the FCC Coleman complex is in need of a new water heater to replace failed domestic water heaters in F Unit lower level.

C. GOVERNMENT FURNISHED PROPERTY

FCC Coleman will only provide a loading dock for the receipt of the materials in order for this Description of Requirement to be achieved. All other items and expenses should be included with the vendor's quote.

D. DESCRIPTION OF REQUIREMENT

FCC Coleman requires the vendor awarded this contract to provide the following equipment:

1 ea. - Rinnai Tankless Rack System, commercial water heater, model # TRS05CUiN, 5-unit free standing rack, natural gas;

1 ea. Rinnai Tankless Rack System, commercial water heater, model # TRS04CUiN, 4-unit free standing rack, natural gas; and

1 ea. Rinnai Tankless Rack System, commercial water heater, model # TRS06CUiN, 6-unit free standing rack, natural gas.

3 ea. - Commercial Neutralization Tank w/ media, model # 103000067.

3 ea. - TRS Rack Mounting System, model # R-BMS-102.

15 ea. BMS Communication Cable, model # R-BMS-CABLE-3M

Water heaters shall be as identified above or approved equal that meets or exceeds the requirements below:

o Tankless with 300,000 BTUH minimum, 3,980,000 BTUH maximum

o Natural gas

o Water heater shall be rack mounted.

o First Hour Delivery up to 551 gallons @ 100(degrees)F

o T 97% Thermal efficient CU199

o Ultra-Low NOX compliant

o Temperature range of 98 F - 185 F

o Recovery rate at 100 F T 459 gph or greater

o ENERGY STAR tank design produces no thermal stress on tank

o Optimized pump design for increased flow and faster recovery

o DuoSmart(TM) Digital Controller for temperature precision and recirculation control -- no aquastat required.

o Gas Swivel Flex Line rotates 360 (degrees) allowing 36" long, 180(degrees) radius to connect to gas supply line.

o Factory installed gas dirt leg, electrical access, and preassembled condensate drain.

o AHRI certified UEF up to 0.93 efficiency

o Standard integrated controller MCC-91-2US

o Recover Pump shall be Grundfos UPS 26-150 (S)F; 3 speed.

o Shall include a water flow sensor, electronic water control and bypass control.

o Electrical requirements shall be 120V, 60Hz.

o Certified AHRI, ANSI Z21.10.3, CSA 4.3 and Energy Star

o Required safety devices included on the unit shall be:

Flame Failure-Flame Rod

Boiling Protection

Combustion fan RPM Check

Over Current-Glass Fuse

Remaining Flam (OHS)

Automatic Freeze Protection

o Provide eight-year warranty on the heat exchanger; six-year warranty on the tank, and five-year warranty on all parts.

o Water heaters to have built-in redundancy so as not to be completely without hot water should one of the units fail.

o Water heater shall be assembled in the USA

All incidentals, material, and equipment to complete the supply order described herein shall be included in the vendor's bid. Any materials or equipment needed to complete this supply order, not specifically identified, shall be provided by the vendor at no additional cost to the Government.

Final payment will not be processed until all items have been received at FCC Coleman by the Complex Facility Manager.

Delivery of materials shall be between the hours of 7:00 a.m. and 2:00 p.m., Monday through Friday, excluding Federal holidays at the institution warehouse.
