SUMMARY:

This is a second Request for Information (RFI) for a pending acquisition for the Federal Bureau of Investigation (FBI) in Vienna, Virginia. To be considered for award, Contractor shall have:

1) Active Defense Security Service (DSS) Facility Clearance Level (FCL) at the Top-Secret level with SCI eligibility at the time of proposal submission. Failure to provide evidence of DD-254 will be cause for elimination from further consideration. As per 13 CFR 121-03(h)(4): Facility security clearances. A joint venture may be awarded a contract requiring a facility security clearance where either the joint venture itself or the individual partner(s) to the joint venture that will perform the necessary security work has (have) a facility security clearance.
2) Recent and successful experience in a US Government Secure Tier 3 Enterprise Data Center environment handling facilities systems and equipment of similar size and scope to this Scope of Work. These Secure Tier 3 Enterprise Data Center requirements are above and beyond that of traditional office space facility operations. Specialized skills and experience are required to maintain the specialized equipment, ensure mission critical uptime, and handle multiple redundant critical systems.

The enclosed updated draft Scope of Work provides information for a comprehensive, proactive, mission critical facility (Secure Tier 3 Enterprise Data Center) operation and maintenance (O&M) program to include routine operations, management, preventive maintenance, repairs, alterations, and improvements. Systems to be included are heating, ventilation, and air conditioning (HVAC) systems, electrical systems, plumbing systems, fire protection systems, lighting, exterior perimeter security, a freight elevator, custodial services, and document destruction. A draft list of equipment has been provided for your consideration.

Contractor activities include the 24/7/365 performance of labor, procurement of materials and parts, and/or equipment repair/replacement units.

PURPOSE:
Based upon the 1st round of RFI Responses, the government is considering a change in the acquisition strategy, contract type and and are seeking industry feedback and recommendations.

Please see the attached TSC Facility Operations RFI Cover Letter V2 for instructions specific to your response. Submit your response to the FBI Contracting Officer, Ms. Logan Swiger and Contract Specialist, Ms. Linda Patterson no later than 10:00am on Wednesday, Februuary 7, 2024.

Background
The Federal Bureau of Investigation (FBI) is seeking a contractor with an active Defense Security Service (DSS) Facility Clearance Level (FCL) at the Top-Secret level with SCI eligibility for a pending acquisition in Vienna, Virginia. The contract will involve comprehensive, proactive, mission critical facility operation and maintenance (O&M) program to include routine operations, management, preventive maintenance, repairs, alterations, and improvements. The TSC facilities are located at Liberty Park, 801 Follin Lane SE, Vienna, VA, 22180. The property is seventeen (17) acres under a General Services Administration (GSA) lease and it was fully renovated in 2010, specifically fitted for mission critical operations.

Work Details
The contractor is required to provide a comprehensive, proactive, 24/7/365 mission critical facility operations program to include routine and emergency operations, onsite management quality control, preventive maintenance (PM), corrective maintenance (CM), and alterations and improvement (A&I). Supported components include heating, ventilation, and air conditioning (HVAC) systems, electrical systems, plumbing systems, fire protection systems, lighting, exterior perimeter security, a freight elevator, custodial services, and document destruction. The contractor is also responsible for procurement of materials and parts as well as providing 24/7/365 monitoring, operations, and repair of all mission critical mechanical and electrical systems. Additionally, the contractor must maintain / update required permits, registrations, and plans.

Period of Performance
The period of performance for each contract will include a Firm Fixed Price (FFP) line and a Blanket Purchase Agreement (BPA) line. All aspects of the Statement of Work are to be included in the FFP unless specifically excluded from the FFP or specifically included in the BPA. The BPA line exists to facilitate timely and efficient corrective maintenance and alterations required to operate the facility.

The contract will be performed at Liberty Park in Vienna, Virginia.
