The National Oceanic and Atmospheric Administration (NOAA) maintains a Command and Data Acquisition Station (CDAS) in Fairbanks, Alaska, for the primary purpose of acquiring meteorological and environmental data from polar-orbiting satellites managed and/or operated by NOAA. This facility is NOAA's primary data acquisition (read-out) facility for its polar-orbiting operational environmental satellites. The FCDAS characteristics are a high northern latitude, elevation, and remote location that combine to set FCDAS aside as the premier data read-out site. The site is located about 13.5 miles northeast of Fairbanks, AK.

Historically, the FCDAS has been a Government-Owned, Contractor-Operated facility. As such, the Government requires Contractor personnel with the appropriate skills to install, operate, and repair highly specialized satellite ground station equipment. The Government also requires Contractor personnel to carry out essential services to ensure the site's buildings, vehicles, roads, and infrastructure are maintained in good condition in support of the satellite operations requirement.

The proposed requirement also includes administrative and other support duties, which include management; supervision; Information Technology (IT) administration and security; shipping and receiving; property management; document development and management; environmental, safety, and health management; configuration management; preparation of acquisition-related documents; performance and administrative reporting; planning assistance for future missions and site upgrades. Security guard services, facility maintenance, and janitorial services are also required.

The FCDAS is a National Critical Asset and, therefore, must remain in operation 24x7x365, including periods of inclement weather and emergencies such as natural and man-made disasters. Mission-essential functions must be maintained at all times, provided no serious hazards to personnel exist. The Contractor is a key partner with the Government in disaster response and recovery plan development, exercise, and execution.

Amendment 001: This amendment is to address questions received from potential offerers and to update the due date on the Past Performance Questionnaire (PPQ). See attached.

Amendment 002: The purpose of this amendment is to extend the due date for questions stated in the provision at Section L.11, 1352.215-72 INQUIRIES (APR 2010), from 4:00 PM ET, September 14, 2021 to 4:00 PM ET, September 16, 2021. The Government may provide a response to questions received after this date but does not guarantee that future questions received after this date will be addressed. Any responses to questions shall be addressed and governed by the provision in Section L.11. See attached.

Background

Work Details
This Performance Work Statement (PWS) describes the work to be performed and other services and materials to be supplied by the Contractor providing operations and maintenance (O&M) services to the National Oceanic and Atmospheric Administration’s (NOAA) National Environmental Satellite, Data, and Information Services (NESDIS) Fairbanks Command and Data Acquisition Station (FCDAS), Fairbanks, AK. The Contractor is responsible for acquiring meteorological and environmental satellite mission data from polar-orbiting satellites managed by NOAA. The work includes mission systems operations and maintenance, risk management, IT system support requirements including security, facilities systems operation and maintenance, environmental safety health management, property management logistics, security guard services, management administrative requirements among other miscellaneous items.
