Description

The Acquisition Center for Facilities Management Services (ACFMS) within the Public Buildings Service (PBS) division of the U.S. General Services Administration (GSA) is conducting market research for an upcoming procurement for facilities management services at the Ronald Reagan Building and International Trade Center (RRBITC) in Washington, D.C. The services are inclusive of Facilities Engineering, Operations and Maintenance, Pest Control, Waste Hauling, Loading Dock Management, and Elevator services. Additionally, an energy savings performance contract (ESPC) is currently in place at the RRBITC to implement Energy Conservation Measures (ECM) across various equipment and operational areas.

The RRBITC is the largest building managed by GSA, spanning 3.9 million gross square feet on an eleven (11) acre site. Located at 1300 Pennsylvania Avenue NW in Washington, D.C., it accommodates approximately 7,000 public and private sector employees. It operates 24/7, 365 days a year, welcoming nearly one million visitors annually. The building includes office spaces, cultural venues, commercial areas, public amenities, and houses the district's largest parking garage.

The ACFMS will be utilizing the 561210FAC Facilities Maintenance and Management subcategory within the GSA Multiple Award Schedule (MAS). The applicable North American Industry Classification System (NAICS) code to be assigned to this procurement is 561210, Facilities Support Services, with an associated small business size standard of $47 million.

It is the intent that any subsequent request for quote(s) issued will result in the award of a Blanket Purchase Agreement (BPA) to a GSA Schedule MAS contract holder, which represents the best value to the Government, technical and price factors considered. It is expected that the BPA will be (10) years in length, consisting of one (1) 12-month base period and nine (9) subsequent one-year option periods.

It is the goal of GSA PBS to utilize the national master specification for the anticipated award of the requirements. The intent of utilizing a national master specification is to improve building operational efficiency, modernize services, reduce operating costs, and improve customer satisfaction.

Results from this Sources Sought Notice will be utilized to identify parties having an interest, and the expertise and resources necessary to provide the required services.

Services/Facilities
The Ronald Reagan Building and International Trade Center (RRBITC) consists of approximately 2.6 million rentable square feet (RSF) that would would require the following services:
- Facilities Engineering
- Elevator Maintenance service
- Waste Hauling service
- Elevator services
- Operations & Maintenance service
- Pest Control service
- Loading Dock Management
- Energy Conservation Measures via Energy Savings Performance Contracts (ESPC)

Vendor Requirements
In order to be considered for award, an offeror/Contractor Team Arrangement (CTA), collectively, will be required to have certain Special Item Numbers (SINs) awarded on their Schedule MAS contract(s). For this requirement, each offeror/Contractor Team Arrangement (CTA), collectively, will need to have, at a minimum, the following SINs by the closing date of this RFQ in order to be considered eligible for award:

561210FAC - Facilities Maintenance and Management
ANCRA - Ancillary Repair and Alterations
OLM - Order-Level Materials

Response Requirements
Interested vendors, large and small, are to reply to the parties listed below with a Capability Statement containing responses to the information requested in the attached document. Please limit responses to no more than five (5) pages, and submit in either Microsoft Word and/or PDF file format. It is recommended that vendors structure the information in a format that would minimize their efforts, and provide ease of analysis by the Government.

This notice does not constitute a Request for Quote (RFQ), Invitation for Bid (IFB), Request for Proposal (RFP) or a promise to issue an RFQ, IFB, or RFP in the future. This notice does not commit GSA to contract for any supply or service. Further, GSA is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this Sources Sought notice. GSA will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder.

Background

The RRBITC is the largest building managed by GSA, spanning 3.9 million gross square feet on an eleven-acre site, accommodating approximately 7,000 public and private sector employees and welcoming nearly one million visitors annually. Work Details
The services required under this contract include: Facilities Engineering, Operations and Maintenance, Pest Control, Waste Hauling, Loading Dock Management, Elevator services, and Energy Conservation Measures via Energy Savings Performance Contracts (ESPC).

Specific tasks include maintaining 92 elevators, 1 dumbwaiter, 8 escalators, and 2 chair lifts; responding to emergency work orders immediately during normal working hours; coordinating with the Energy Service Company (ESCO) for ESPC equipment maintenance; and ensuring compliance with service call response times that are more restrictive than typical for federally owned facilities. The contractor will also be responsible for implementing energy conservation measures that guarantee significant electric, steam, and water savings over the performance period.

Period of Performance
The anticipated Blanket Purchase Agreement (BPA) will be ten years in length, consisting of one 12-month base period followed by nine one-year option periods.
