The FAA has a seven-year requirement, on a competitive contract basis, to provide air traffic control (ATC) services. There are ten (10) Areas, with Area Sub-Area 2-TEME and Sub-Area 2 TETL, being set Aside for Small Businesses. Furthermore, Sub-Area-2 TETL is set-aside for a Small Disadvantaged Business (SDB).

Background
The Federal Aviation Administration (FAA) Contract Tower (FCT) Program acquires support for mission-critical and time-sensitive air traffic control activities at approximately 264 Visual Flight Rules (VFR) airports throughout the United States, Puerto Rico, the U.S. Virgin Islands, Guam, and Saipan. The FAA has a seven-year requirement, on a competitive contract basis, to provide air traffic control (ATC) services. Work Details
The work includes providing air traffic control services at various locations within the assigned area. The contractor is required to submit a Phase-in Plan containing detailed information such as phase-in timeline, approach, management, pre-award activities, activities at contract award, activities during initial phase-in period, communication with stakeholders, staffing approach, and risk mitigation approach. Additionally, the contractor must provide a Monthly Area Facility Report summarizing the number of authorized employees, on-board employees, facility-rated personnel, Full-Time Equivalents (FTEs), and hours worked for each location within the assigned area.
Other required plans include Staffing Plan, Facility Training Plan, Quality Control Program Plan, Safety Management System Implementation Plan, Facility Security Plan, Phase-out Plan, and Quarterly Program Review Presentation Materials.
Period of Performance
The geographic locations where the contract will be performed include various Visual Flight Rules (VFR) airports throughout the United States, Puerto Rico, the U.S. Virgin Islands, Guam and Saipan.
