Description

The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement for FAA Academy Transportation Services. Award will be made to the Lowest-Priced Technically Acceptable (LPTA) offeror deemed responsible and whose proposal is responsive to the solicitation requirements. The FAA contemplates award of an Indefinite Delivery/Requirements type contract with 1-year base period with four (4), 1-year option periods.

Any and all questions pertaining to this SIR should be submitted in writing on Attachment #16 (Transportation Q&A Form) and must be submitted via email to the attention of both Gilbert Park, Contracting Specialist (AAQ-740) at gilbert.n.park@faa.gov AND Helaina Germosen, Contracting Officer (AAQ-740) at helaina.k.germosen@faa.gov by 3:00 p.m. CST by Thursday, December 19, 2024 to allow for adequate response time. No questions will be allowed after that date and time.

Technical and cost proposals must be received by the FAA no later than 3:00 P.M. CST, January 14, 2025. Proposals must be submitted via email to the attention of both Gilbert Park, Contracting Specialist (AAQ-740) at gilbert.n.park@faa.gov AND Helaina Germosen, Contracting Officer (AAQ-740) at helaina.k.germosen@faa.gov and addressed with the SIR Number 6973GH-24-R-00154. All submittals will need to allow sufficient time to process through security procedures in place at the Aeronautical Center.

In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 3:00 p.m. CST, January 14, 2025, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award.

The SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation.

Background
The Federal Aviation Administration (FAA), specifically the Mike Monroney Aeronautical Center (MMAC) located in Oklahoma City, Oklahoma, is seeking to procure transportation services for the FAA Academy. The goal of this contract is to ensure efficient and reliable transportation services for the Academy's operations.

The FAA intends to award an Indefinite Delivery/Requirements type contract based on the Lowest-Priced Technically Acceptable (LPTA) offeror who meets the solicitation requirements.

Work Details
The contractor will be responsible for providing transportation services as outlined in the Performance Work Statement (PWS). Key tasks include:
- Providing vehicles and equipment necessary for transportation services as specified in sections 2.0 and 4.0 of the PWS.
- Ensuring that transportation services can be provided within 45 minutes or less for on-demand requests.
- Capturing and providing monthly reports including billing statements, ridership data, and prewritten notices for on-demand trip records.
- Developing a Phase-in/Phase-out plan as detailed in section 4.0 of the PWS.
- Participating in emergency situations and exercises as required by FAA officials, ensuring all personnel are aware of emergency procedures.

Period of Performance
The contract will have a base period of one year with four additional one-year option periods, allowing for a total potential performance period of five years.

Place of Performance
The primary location for performance will be at the FAA Academy located at the Mike Monroney Aeronautical Center in Oklahoma City, Oklahoma.
