In response to the release of the final request for proposal (RFP) for FA4890-23-R-CTSS, potential offerors SHALL provide the below requested information in table format no later than March 31, 2023 at 14:00 Eastern time with regards to the proposal team and any potential OCCIs. If the requirements of this Special Notice are not fulfilled by the stated date/time, any offer submitted under the RFP may be considered non-responsive and may not be evaluated. If there have been no changes to the response submitted in November 2022 an email response stating as much shall be submitted to the Contracting Officer no later than the stated date/time. Background
The United States Central Command (CENTCOM) is responsible for protecting American security interests across a 21-nation area of responsibility, which includes regions from the Horn of Africa to Central Asia.

The Ninth Air Force (9AF), as the air component of CENTCOM, provides air, space, and cyberspace capabilities. The AFCENT Directorate of Communications supports CENTCOM by delivering combat-ready communications capabilities for deployed forces. This contract aims to provide stable, long-term communications and information technology (COMM/IT) support to AFCENT/A6.

Work Details
The contractor will provide non-personal services in support of AFCENT/A6, ensuring continuity and availability of COMM/IT services. Key tasks include:
- Integration, installation, operations and maintenance (O&M), and sustainment in various functional areas such as Communications Management and Planning, Communications Engineering, Knowledge Operations Management, Cyber Systems Operations, Cyber Transport, Client Systems, Cyber Surety, Radio Frequency Transmission Systems, Spectrum Operations, Cable and Antenna Systems, Logistics, and other functions typically performed by a USAF communications squadron.
- Establishing a Program Management Organization (PMO) to oversee operations necessary for executing the CTSS-V Program. This includes administration and management for the IDIQ and all awarded Task Orders (TOs), ensuring compliance with regulations and host nation labor laws.

Period of Performance
The total ordering period for this SA-IDIQ contract is five years from the date of award. Task Orders may be issued at any time during this period. Additionally, there are provisions for two one-year incentive periods that could extend the ordering period to seven years.

Place of Performance
Performance will occur both OCONUS within the CENTCOM AOR (including Iraq, Jordan, Kuwait, Pakistan, Qatar, Saudi Arabia, United Arab Emirates) and CONUS at Shaw Air Force Base in South Carolina.
