All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.

Joint Base Andrews anticipates a requirement that is being considered under a total small business set-aside program. The North American Industry Classification Systems (NAICS) Code proposed is 562211 (Hazardous Waste Treatment and Disposal). The size standard is $47.0 million.

This requirement is to provide: recycling and disposal services for industrial wastes generated on the Joint Base Andrews Firing Ranges including hazardous wastes, universal wastes and non-hazardous wastes. Performance shall be in accordance with all applicable laws, standards, instructions, executive orders, commercial practices.

We are interested in a small sized business that is capable of meeting this requirement. Market research is being conducted to determine interest, capability, and socio-economic category of potential sources for the requirement. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), service-disabled veteran-owned small business, HUBZone small business, woman-owned small business, veteran-owned small business, or small business), and a description of similar services offered to the Government and to commercial customers.

All interested firms should submit a capabilities package that outlines the firm's capabilities in providing the required services. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Recent, relevant experience in all areas should be provided. Include in your capabilities package your Unique Entity ID, Cage Code, System for Award Management expiration date, and any other related details. The response must not exceed 2 pages.

NOTE: All contractors doing business with the Federal Government must be registered in the System for Award Management (SAM) database. The website for registration is www.sam.gov.

Background
Joint Base Andrews is considering a requirement for recycling and disposal services for industrial wastes generated on the Firing Ranges, including hazardous, universal, and non-hazardous wastes. This initiative is part of a total small business set-aside program. The goal of this contract is to ensure compliance with all applicable laws and standards while promoting environmentally responsible waste management practices.

Work Details
The contractor will provide comprehensive recycling and disposal services for industrial wastes generated on Joint Base Andrews Firing Ranges. Key tasks include:

- Researching recyclers
- Preparing wastes for shipment (marking, labeling, providing lab pack containers)
- Handling and loading wastes onto vehicles
- Transporting wastes to designated facilities
- Preparing waste stream profiles, manifests, Land Disposal Restriction documents, Bills of Lading, and all necessary documentation for DOT shipment
- Ensuring transparent tracking of waste to its final disposition
- Proper recycling or disposal of all regulated and non-hazardous industrial waste
- Providing certifications of recycling and reconditioning
- Timely provision of signed copies of manifests
- Annual summaries of waste transactions for regulatory biennial reports.

Additionally, the contractor will supply personnel, labor, materials, supplies, equipment, transportation, packaging, labels, placards, and manifests necessary for performance. Monthly maintenance tasks include HEPA vacuuming range floors, cleaning stalls and tables, emptying lead containment buckets into recyclable containers, changing out spent bullet barrels monthly, and quarterly cleaning behind the range (bullet trap area). Personnel must be trained in preventative maintenance checks and hazardous debris cleaning while wearing appropriate PPE. The contractor will also inspect bullet trap components for wear and test air compressors for leaks.

Place of Performance
The services will be performed at Joint Base Andrews in Maryland.
