This is NOT a request for quote, Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the US Government to form a binding contract. Companies that respond will not be paid for the information submitted. Any request for a solicitation will not receive a response. No obligation is created by either the issuance or response to this RFI. The information sought shall be considered Market Research IAW FAR Part 10.001.

Introduction: The purpose of this is to obtain information and comments from interested and potential sources with the capability to procure the United States Air Force (USAF) and potential FMS customers 20EA F139-PW4062-100 spare core engines. The intent of this SSS/RFI is to discover potential sources of procurement for approximately 20ea core F139 engines. The objective is each spare engine shall be procured, preserved, wrapped, and shipped to Tinker AFB where Engine Build Up (EBU) will occur making the spare engine Ready for Installation (RFI). All procurement of Quick Engine Change (QEC) components, EBU, Inlet Cowl, and Engine Trailer/Cradle will be procured separately.

The Air Force is hereby soliciting capability statements from interested sources in support of the F139 spare engine acquisition.

Background
The United States Air Force (USAF) is seeking information and comments from interested and potential sources capable of procuring 20EA F139-PW4062-100 spare core engines for the KC-46A aircraft. The purpose of this Sources Sought Synopsis (SSS)/Request for Information (RFI) is to identify potential sources for the procurement of spare engines, which will be preserved, wrapped, and shipped to Tinker AFB for Engine Build Up (EBU) to make them Ready for Installation (RFI). The procurement of Quick Engine Change (QEC) components, EBU, Inlet Cowl, and Engine Trailer/Cradle will be done separately.

Work Details
The work includes fabricating and/or procuring parts, assembling, testing, and delivering zero-time F139 spare engines in accordance with the Prime Item/Engine Specification. The Contractor is responsible for maintaining manufacturing management, including a high-level detail Bill of Material (BOM) for the spare engines. Additionally, the Contractor shall furnish necessary petroleum/fuel for engine assembly and acceptance testing in compliance with specified standards. Logistics responsibilities include reporting data items for each new spare engine and marking engine data plates with unique identification markings.
Furthermore, the Contractor shall perform test and evaluation to ensure that all spare engines meet performance objectives and criteria. Systems engineering/project management efforts are also required along with developing an Integrated Master Schedule (IMS), cost and software data reporting, risk management plan, and participation in the Government Industry Data Exchange Program (GIDEP). Configuration management activities involve proposing non-technical contract changes using existing Government processes and submitting specification changes as Specification Change Notices (SCN). The Contractor shall also implement data management procedures.

Place of Performance
The place of performance includes Tinker AFB where Engine Build Up (EBU) will occur to make the spare engines Ready for Installation (RFI), as well as designated CONUS locations for shipment/transportation of USAF spare engines.
