  3. See section A.2 for an updated price/cost schedule using NAICS code 541620.
  4. To Provide a revised Performance Work Statement.
  5. To provide a revised ADADDENDUM 52.212-1 Instructions to Offerors- Commercial Products and Commercial Services.
  6. To provide the Lakemont Asbestos Report

The Network Contracting Office-8, Orlando Veterans Affairs Healthcare System, intends to solicit and award a contract to provide Re Baseline Asbestos Survey for the Orlando Veterans Affairs Healthcare System facilities in Orlando, Florida. The performance period for this contract will be from the date of award to the date of completion. The North American Industry Classification System (NAICS) for this requirement is 541620, with a related small business size standard of $19 Million.

It is the responsibility of the quoter to review the web page for notice of amendments, updates, or changes to the solicitation. No hard copies will be mailed or faxed. Quoters are required to be registered in SAM when submitting a quotation and shall continue to be registered until time of award, during performance, and through final payment of ordering agreement, resulting from this solicitation.

Background
The Department of Veterans Affairs (VA) is issuing this solicitation as part of its Veterans Health Administration (VHA) directive to establish a comprehensive policy for the identification, management, and control of hazards related to asbestos-containing materials (ACM) at VA facilities.

This directive aims to ensure that all VA facilities comply with federal regulations regarding asbestos management, thereby safeguarding the health of employees, patients, and visitors.

Work Details
The contractor will be responsible for conducting a comprehensive building asbestos survey in accordance with the Asbestos Hazard Emergency Response Act (AHERA). This includes:

1. Performing thorough inspections of accessible functional spaces to identify the location, type, quantity, and condition of ACM.
2. Collecting bulk samples of suspect materials where necessary while avoiding destructive testing unless required.
3. Developing an Operations & Maintenance (O&M) Plan that outlines procedures for managing ACM, including notification systems for workers about ACM locations, regular surveillance of ACM conditions, and training for custodial and maintenance staff on safe work practices related to ACM.
4. Ensuring compliance with applicable EPA and OSHA regulations throughout all phases of work.

Period of Performance
The contract will be performed over a specified period that includes initial surveys followed by ongoing monitoring and updates as necessary based on findings from periodic inspections.

Place of Performance
The work will be conducted at various Department of Veterans Affairs facilities across the United States.
