Background
The Bureau of Indian Affairs (BIA) is issuing this solicitation for a Phase 1 Environmental Site Assessment (PH1 ESA) at the old school site in Copper Center, Alaska. The objective of the project is to gather necessary information for site remediation, ensuring compliance with environmental laws and regulations related to Native Allotments, Trust properties, and BIA-funded projects.

This assessment aims to identify potential environmental risks and liabilities associated with the property, allowing for informed planning of further remediation if required.

Work Details
The contractor will perform a comprehensive Phase 1 Environmental Site Assessment which includes:

1. Planning and Project Management: Conducting project kick-off and planning meetings with BIA; developing a work plan and schedule for tasks and interim milestones.

2. Field Work: Obtaining direct, in situ information that connects recognized environmental conditions to the property and identifies potential contaminants of concern. The assessment will involve research of historic documents, site reconnaissance, identification of contamination, risk evaluation, field work, analysis, and additional activities to determine the nature and extent of any contaminants present at the Old School Site within the Village of Copper Center.

Period of Performance
The period of performance for this contract is from April 21, 2025 to June 30, 2026.

The work will be performed at the old school site located within the Village of Copper Center, Alaska.
