ND - KULM WMD Remediation of Small Arms Firing Ran   2

Background
The contract is issued by the U.S. Fish and Wildlife Service (FWS) for the remediation of a Small Arms Firing Range (SAFR) at the Kulm Wetland Management District (WMD). The goal of this contract is to address potential environmental contamination resulting from past use of the firing range, which has not been documented for lead contamination despite being used for training and re-qualifications for over 25 years.

The area of concern includes the berms behind the firing line, which are estimated to contain contaminated soil.

Work Details
The contractor shall provide all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other non-personal services to perform SAFR remediation at Kulm WMD. Key tasks include:

1. Registering the SAFR Remediation project with North Dakota Environmental Quality (NDDEQ) Voluntary Response Action Program.
2. Conducting site characterization through soil and water sampling.
3. Excavating and sieving approximately 120 cubic yards of soil for bullet fragments from the berms face.
4. Disposing or treating contaminated soil at an approved facility.
5. Conducting confirmation sampling via soil sampling after excavation; if exceedances are found, coordinating with the Contracting Officer Representative (COR) for further actions.
6. Providing a written Voluntary Response Action Completion (VRAC) Report and obtaining a 'Certification of Completion' letter from NDDEQ.

Period of Performance
The period of performance for this contract is from May 1, 2025, to April 30, 2026.

Place of Performance
The work will be performed at the Kulm Wetland Management District in Kulm, North Dakota.
