This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
The solicitation Number is 140P4524Q0070 and is issued as a Request for Quote (RFQ) under Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items, FAR Part 13 Simplified Acquisition Procedures. This is a small business set aside.

Background
The National Park Service (NPS) is issuing this solicitation for the White-tailed Deer Reduction Year 7 project at Fire Island National Seashore, Patchogue, NY. The purpose of this contract is to manage the white-tailed deer population, which has adversely impacted native vegetation and natural resources. This initiative follows a Record of Decision signed on April 28, 2016, as part of the Seashore’s White-tailed Deer Management Plan aimed at restoring natural forest regeneration by reducing deer densities to 20-25 deer per square mile.

Work Details
The contractor shall provide all tools, materials, and labor necessary for deer reduction through sharpshooting methods. Specific tasks include:

1. Implementing deer population management on NPS lands and the William Floyd Estate.

2. Removing approximately 60 deer from the William Floyd Estate and about 90 deer from Fire Island using approved sharpshooting techniques.

3. Coordinating with NPS staff for setting up bait stations, locating deer, conducting sharpshooting, and preparing carcasses for disposal or donation.

4. Ensuring humane treatment of deer during the process.

5. Conducting sharpshooting primarily in late fall and winter months when visibility is higher and visitor presence is lower.

6. Utilizing high-power rifles with nonlead ammunition in compliance with NPS policy and federal firearm laws.

7. Closing areas where sharpshooting occurs to unauthorized personnel and notifying the public of these closures.

Period of Performance
The period of performance for this contract is anticipated from the time of award until March 31, 2025.
