Description

Request for Proposal for the completion of the Dismantlement and Disposal of EX-ENTERPRISE CVN 65.

Background
The EX-ENTERPRISE (CVN 65), the first nuclear-powered aircraft carrier of the U.S. Navy, was commissioned in 1961, operated for over 50 years, and was decommissioned in 2017. It is currently stored pier-side at Huntington Ingalls Industries (HII) Newport News Shipbuilding in Newport News, Virginia.

The Navy requires the complete dismantlement and disposal of EX-ENTERPRISE, which has become obsolete with no further use planned. The Navy has established a process with the Nuclear Regulatory Commission (NRC) for the technical and contractual implementation of NRC regulations that will govern this disposal.

Work Details
The contract includes the following key items:

1. **Dismantle and Dispose of EX-ENTERPRISE (CLIN 0001)**: Full dismantlement and disposal of the vessel.
- Quantity: 1 Each
- Unit Price: Firm-Fixed-Price (FFP)
- FOB: Destination
- PSC CD: 1905

2. **Data Items (CLIN 0002)**: Prepare and deliver data as per Exhibit A, Contract Data Requirements List, DD Form 1423.

3. **Incentive Fee for Radiological Regulatory Compliance (CLIN 0003)**: An incentive fee is provided for successful completion without NRC-identified infractions.

- Note A specifies that penalties may reduce this fee based on NRC recommendations.

The contractor must also prepare a Decommissioning Work Plan (DWP) to be submitted to the NRC for approval prior to proceeding with dismantlement activities. The contractor is responsible for obtaining all necessary permits and licenses required to execute the contract scope of work, excluding radiological dismantlement work which will follow NRC regulations.

Place of Performance
The dismantlement will occur at a facility within the United States, specifically at Huntington Ingalls Industries in Newport News, Virginia.
