EX-ENTERPRISE CVN 65 Dismantlement and Disposal   4

Background
The EX-ENTERPRISE (CVN 65) is the first nuclear-powered aircraft carrier of the U.S. Navy, commissioned in 1961 and decommissioned in 2017 after over 50 years of operation. Currently stored at Huntington Ingalls Industries Newport News Shipbuilding in Virginia, the Navy requires its complete dismantlement and disposal.

The contract aims to ensure compliance with NRC regulations for the safe disposal of the vessel, which has eight reactor plants that have had their nuclear fuel removed during decommissioning.

Work Details
The contractor shall provide all necessary personnel, equipment, tools, vehicles, materials, facilities, supervision, and services to dismantle and dispose of EX-ENTERPRISE safely and in compliance with applicable laws. Key tasks include:
1. Preparation of a Decommissioning Work Plan (DWP) for NRC approval.
2. Obtaining necessary permits for hazardous material disposal.
3. Transporting eight defueled reactor vessels to a licensed low-level radioactive waste disposal site.
4. Dismantling the vessel at a facility within the United States while ensuring proper disposal of radiological and hazardous materials.
5. Processing Demilitarization (DEMIL) requirements according to DoD MIL 4160.28.
6. Developing a detailed schedule with measurable milestones for dismantlement phases including hazardous material removal and scrap processing.
7. Conducting public outreach support services throughout the project duration.

Place of Performance
The dismantlement will occur at a facility within the United States.
