AMENDMENT #4:

The purpose of this amendment is to clarify requirements for offerors without NICRAs. Please see Section L.9.5 of the revised solicitation for further details. This supercedes all other guidance. The remainder of the solicitation is unchanged.

Attached are clarifications to USAID's responses regarding Past Performance Information that were provided with Amendment #1. USAID's guidance is written in red. Please note the following:

  • No additional questions regarding past performance will be accepted or answered.
  • The due date for Past Performance Information remains unchanged: Friday, December 13, 2019, 12:00 pm Eastern Time.
  • If Past Performance Information is not submitted by the due date and time listed above, the offeror's proposal will not be considered for evaluation.

AMENDMENT #1:

The purpose of this amendment is to:
1) Change the due date of Volume 1: Past Performance Information from December 6, 2019, 12:00 p.m. Eastern Time to December 13, 2019, 12:00 p.m. Eastern Time;
2) Change the due date of Volume 2: Technical Proposal and Volume 3: Cost/Price Proposal from December 13, 2019, 12:00 p.m. Eastern Time to January 8, 2020, 12:00 p.m. Eastern Time;
3) Provide an SF-33 for the solicitation;
4) Change the size standard for NAICS code 541990 from $15M to $16.M, per SBA guidance dated August 19, 2019; and
5) Provide responses to offeror questions regarding past performance.

The United States Agency for International Development (USAID) is seeking proposals to provide monitoring, evaluation and learning services in order to promote evidence-based decision making for adaptive management across USAID. The services under these awards require skills in monitoring, evaluation research design (including qualitative methods, quantitative impact evaluation methods, experimental and quasi-experimental design), data collection, analysis, and synthesis, report writing, and planning for USAID's Office of Policy, Planning and Learning, Office of Learning, Evaluation, and Research (USAID/PPL/LER) as described in the Request for Proposals (RFP).
