Europe Scrap Removal, Transportation, Recycling, and Disposal   3

Combined Synopsis/Solicitation SP450021R0003 has been prepared in accordance with the procedures in FAR
12.603(c)(2)(i xvi). Work will consist of the removal, transportation, and disposal of scrap materials located in, or around military installations, as listed in Attachment 4 of this Solicitation, in Europe and Africa.

(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii)Solicitation SP450021R0003 is issued as a request for proposal (RFP).

(iii)This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021 02 Effective November 23, 2020.

(iv)This acquisition is being issued for Full and Open competition; the associated NAICS code is 562219.

(v)See Attachment 1 for the Price Schedule.

(vii)The contract is anticipated to have (1) 18 month base period from 1 June 2021 to 30 November 2022 and (2) 18 month Option periods.

(viii)The provision at FAR 52.212 1, Instructions to Offerors Commercial, applies to this acquisition. See solicitation SP450021R0003 for addenda to the provision and Attachment 14 for the Past Performance Questionnaire. Be advised, IAW FAR 52.212 1(g), Contract Award, the Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

(x)Offerors are advised to include a completed copy of the provision at FAR 52.212 3, Offeror Representations and Certifications Commercial Items, Alternate I, with your offer.
