The U.S. Army Research and Development Center (ERDC) has a need to procure voice, video, and data communications networks which operate over fiber-optic, copper, coaxial, Ethernet, security system products and video cabling infrastructure at the United States Army Corps of Engineers, Engineer Research and Development Center locations, with primary locations at 3909 Halls Ferry Road, Vicksburg, MS; 72 Lyme Road, Hanover, NH; 2902 Newmark Drive, Champaign, IL; 7701 Telegraph Road, Alexandria, VA; 10501 Furnace rd. Suite 1001 Lorton, VA; and 1261 Duck Road at Kitty Hawk, NC. Solicitation Number W912HZ25R0002 will be issued as a Request for Proposal (RFP) with the intent to award as an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year ordering period. Hard copies will not be available. Offerors should check the SAM website often for new solicitation and/or changes (amendments) to existing ones. Solicitation is attached. Please send questions with the RFP number in the subject line to Tri'Neciya Winford (trineciya.c.martin@usace.army.mil) and Christy Love (Christy.J.Love@usace.army.mil). Questions must be received no later than 12:00pm CST 27 December 2024.

The subject solicitation is Amended as follows:

a. The solicitation is hereby extended to Tuesday, 01 April 2025 at 1200hrs.

c. Section C Base Performance Work Statement has been revised and replaced. Changes shown in red.

d. Section H9 Limitations on Subcontracting Compliance and Reporting Requirements has been added.

e. FAR 52.219-4 (DEV) has been added to Section I.

f. Section L paragraph 7.0 has been added to include site visit information.

g. Attachment A Labor Category Pricing Template has been revised.

h. Attachment B Sample Task Order Performance Work Statement has been revised. Changes in red.

i. Attachment E Limitations on Subcontracting Reporting has been added.

j. Question and answer document has been added.

Site visit will be held Monday, 17 March 2025 at 1000 hrs. See attached amendment for instructions.

Background
The U.S. Army Research and Development Center (ERDC) requires the procurement of voice, video, and data communications networks operating over various infrastructures including fiber-optic, copper, coaxial, Ethernet, security system products, and video cabling.

This contract aims to support the communication infrastructure at multiple ERDC locations including Vicksburg, MS; Hanover, NH; Champaign, IL; Alexandria, VA; Lorton, VA; and Kitty Hawk, NC. The contract will be issued as a Request for Proposal (RFP) with the intent to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year ordering period.

Work Details
The contractor shall provide all labor, equipment, and materials necessary to support the ERDC Communication Infrastructure Service, Maintenance, and Repair requirements as outlined in the Performance Work Statement (PWS). Specific tasks include:

1. Providing infrastructure connections using 24 strand single mode fiber to connect core switches in the Comm Hut to distribution switches in network cabinets within buildings.
2. Installing a total of 10 faceplates for network connectivity with 40 network drops (20 per network).
3. Ensuring all wiring adheres to TIA/EIA 568-A standards and is properly labeled and color-coded.
4. Installing Wireless Access Points (WAPs) with appropriate cabling.
5. Conducting testing of all wiring and termination points to ensure compliance with contract standards.

Place of Performance
The work will be performed at various locations including Vicksburg, MS; Hanover, NH; Champaign, IL; Alexandria, VA; Lorton, VA; and Kitty Hawk, NC.
