The Naval Facilities (NAVFAC) Engineering and Expeditionary Warfare Center (EXWC), Port Hueneme, California has issued a Request for Proposal (RFP) under solicitation number N3943025R2007 or a Firm Fixed Prices, Single Award, Indefinite Delivery Indefinite Quantity (IDIQ). The Naval Facilities Engineering Systems Command (NAVFAC) Engineering and Expeditionary Warfare Center (EXWC) has a requirement to establish and support an Equipment Maintenance and Repair program. Some of the services includes operational, maintenance, corrective services, and repairs for all Civil Engineering Support Equipment (CESE), Civil Engineer End Items (CEEI), Material Handling Equipment (MHE), Weight Handling Equipment (WHE), support vehicles, and Containerized Base Camp Facilities items located at Naval Station, Rota, Spain (NAVSTA Rota). The closing date for receipt of proposals is 06 April 2025 as indicated on the amended solicitation. This acquisition is solicited on an unrestricted basis. NAVFAC EXWC anticipates the award of an IDIQ with base ordering period of sixty (60) months, and an extension of services period not to exceed six (6) months. Individual task orders under this contract will be firm fixed price (FFP). The Government intends to issue a seed task order in place of the minimum guarantee. The seed task order will be issued concurrently with the award of the basic contract. The estimated award date is August 2025. The maximum value of all task order placed under this contract will not exceed $8,000,000.00. Background
The Naval Facilities (NAVFAC) Engineering and Expeditionary Warfare Center (EXWC), located in Port Hueneme, California, has issued a Request for Proposal (RFP) under solicitation number N3943025R2007 for a Firm Fixed Price, Single Award, Indefinite Delivery Indefinite Quantity (IDIQ) contract.

The purpose of this contract is to establish and support an Equipment Maintenance and Repair program aimed at maintaining the readiness levels of naval expeditionary equipment assets located at Naval Station Rota, Spain. This acquisition is solicited on an unrestricted basis with an anticipated award date in August 2025 and a maximum value of $8,000,000.00.

Work Details
The contractor will provide operational, maintenance, corrective services, and repairs for all Civil Engineering Support Equipment (CESE), Civil Engineer End Items (CEEI), Material Handling Equipment (MHE), Weight Handling Equipment (WHE), support vehicles, and Containerized Base Camp Facilities items.

Specific tasks include:
- Maintenance and repair of approximately 650 individual pieces of Naval Expeditionary Equipment Assets.
- The contractor must ensure that personnel performing repairs are OEM certified technicians.
- Monthly On-Site Labor Reports and additional reports such as Weekly Maintenance Reports and Vehicle Out-of-Service Reports are required deliverables.
- The contractor must implement necessary work control procedures to ensure timely accomplishment of work requirements.
- Preventive maintenance services must be provided to prevent predictable catastrophic equipment failures through normal maintenance operations.

Period of Performance
The contract will have a base ordering period of 60 months with an option to extend services for an additional 6 months.
