PROJECT TITLE: EPDM Roof Replacement

THIS PROCUREMENT IS A TOTAL SMALL BUSINESS SET-ASIDE. The General Services Administration (GSA), Great Lakes Region 5, Acquisition Management Division (AMD) announces an opportunity to provide General Construction (GC) Services for the EPDM Roof Replacement at the Paul Findley Federal Building & U.S. Courthouse located at 600 E. Monroe Street Springfield, Illinois. The project includes the removal and replacement of single-ply EPDM membrane system, removal and replacement of existing electric snow-melt system, installation of a complete lightning protection, and installation of a fall protection system.

This procurement is a total small business set-aside. The North American Industrial Classification Code (NAICS) for this acquisition is 238160 (Roofing Contractors) with a size standard of $15 million. The total estimated cost is between $1,000,000 and $5,000,000. The performance period for this project is 120 calendar days; all work shall be fully completed in calendar year 2021. This is a negotiated procurement; there will NOT be a public bid opening. The resulting contract will be a firm-fixed price contract.

The award will be made to the responsible Offeror whose offer conforms to the solicitation and offers the best value to the Government, considering the technical factors and total evaluated price. For this procurement, the technical factors with be significantly more important than price (FAR 15.101-1, Trade Offs). The technical factors will include: Experience providing General Construction (GC) Services on Similarly Complex Projects and Past Performance on Similarly Complex Projects.

The solicitation is closing at 1 pm CST on May 18, 2020. A pre-proposal site visit is offered by appointment only on May 4, 2020 & May 5, 2020; notification to the Contracting Officer of proposed attendance will be required. Please refer to the RFP & Amendment 02 for additional details about site visit attendance. GSA considers attendance at this conference vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. Funds are currently available for this project. Award will be made this fiscal year (prior to September 30, 2020) and the work will be scheduled in Spring of 2021.

The Government reserves the right to make an award on initial offers, but discussions may be held if appropriate. The solicitation cited above can only be obtained by accessing the secure website, beta SAM (beta.SAM.gov). Beta SAM is designed to safeguard Controlled Unclassified Information (CUI) acquisition information and is fully integrated with other electronic Government initiatives. Registration in beta SAM is required in order to download solicitation documents and is used to validate vendor identity. Contractors not registering in these systems will be ineligible to download the solicitation and ineligible for an award.
