The purpose of this contract is to provide the Indian Health Service (IHS), Office of Environmental Health and Engineering (OEHE), a consultant that can assist with management of the IHS Sustainability Program, facilitation of the IHS Sustainability Advisory Board (SAB) meetings, and provide sustainability, energy, and water audits at Service Units throughout IHS. The consultant shall provide professional oversight and technical expertise in the best practices of environmental sustainability. Period of Performance: 12 months, plus four 12 month option periods Contract award will be made to the lowest price. The proposal shall include a statement of whether the contractor meets the qualifications found in C.2 (see below) The individual or team should have interdisciplinary background skills in planning, business operations, government operation, environmental sciences, or environmental studies and have the understanding and experience of how policy or regulatory requirements affect the environment, human health, and the economy. At least one of the individuals on the team must show at least three years of experience with sustainability auditing of industrial or health care facilities. Additionally, there must be at least one LEED AP O+M credentialed individual on the team. One person can encompass all these requirements. See Section M of the attached RFP 75H70121R00019 for further proposal preparation instructions.
The Indian Health Service (IHS), Division of Engineering Services in Seattle is seeking an Environmental Sustainability Program Consultant. The purpose of this contract is to provide IHS with a consultant who can assist with the management of the IHS Sustainability Program, facilitate the IHS Sustainability Advisory Board (SAB) meetings, and provide sustainability, energy, and water audits at IHS service units. The consultant will be responsible for tasks such as initial consultation with SAB members, updating the IHS Sustainability Plan and Progress Report, and providing assistance with climate action plan development. The contract includes a base period and multiple option periods. The proposal due date is March 15, 2022, and the place of performance will be determined based on requests from IHS Area Offices.

The contract pricing is divided into different CLINs (Contract Line Item Numbers) that specify the services to be provided and their associated costs. These include tasks such as consultation with SAB members, additional support as needed, and environmental sustainability audits. The travel costs for these audits are also included in the contract pricing. The total price for the base period and all option periods will be considered in the evaluation of proposals.

It is notable that the contract requires at least one individual on the consultant's team to have a LEED AP O+M credential and at least three years of experience with sustainability auditing of industrial or healthcare facilities. The proposal acceptance period is 60 days from the proposal due date.
