EPA Region 09 is conducting market research to understand capabilities related to providing EPA with support for Environmental Services Assistance Team (ESAT). These services will support Regions 8, 9 and 10.
EPA anticipates an official solicitation will be issued in May 2025, with award in September 2025. EPA anticipates a single award IDIQ will be awarded from the May 2025 solicitation. However, EPA reserves the right to issue multiple awards if in the best interest of the Government.
Instructions to Industry
1. Please review the attached SOW labeled: "Attachment 1 - ESAT West Regions SOW Draft_V2_1.7.25".
2. Provide any feedback, questions, suggestions and input on the attached SOW.
3. Provide a comprehensive capability statement tailored toward this requirement. Capability statements will be reviewed and used to determine the acquisition strategy and set aside requirement for the future solicitation to support this requirement.
4. Review the attachment "ESAT Questions for Industry_V3_1.8.25" and provide responses.
All responses must be submitted through Fedconnect and/or submitted to Emily Mogg at mogg.emily@epa.gov by February 28, 2025 at 5pm PT/8pm ET. Background
The U.S. Environmental Protection Agency (EPA) Region 09 is conducting market research to gather information on industry capabilities related to providing support for the Environmental Services Assistance Team (ESAT). The goal of this contract is to enhance EPA's ability to manage environmental services effectively.

An official solicitation is anticipated to be issued in May 2025, with contract awards expected in September 2025.

Work Details
The contractor will provide various technical and quality assurance support services, including:
1. Development and/or review of analytical methodologies, SOPs, and protocols, including technical specifications for new or non-CLP methods.
2. Review, preparation, and revision of QA-related documents such as SOPs, procedural documents, scopes of work, operating guidelines, and data validation manuals.
3. Additional QA support including preparation and shipping of QC audit samples, evaluation of specialized computer systems for data management, development of specialized sampling procedures, and review of field analytical data for comparability.
4. Data validation review as part of the Regional data validation oversight program.
5. Technical support for laboratory/field reviews involving CLP and non-CLP sample analyses.
6. Attendance at specialized training sessions as directed by the EPA and development/delivery of QA and analytical training materials for EPA personnel and other agencies.
7. Attendance at conferences or meetings as required by specific assignments.

Period of Performance
The period of performance for this contract will span from the award date in September 2025 through the duration specified in future task orders under the IDIQ contract.

The geographic location(s) for performance are not explicitly stated but will likely include various sites relevant to EPA operations within Region 09.
