This is a Pre-Solicitation Notice for Environmental Planning and Conservation services at various locations within Naval Facilities Engineering Command, Washington's (NAVFAC WASH) area of responsibility including but not limited to the following States: Virginia, Maryland, and the District of Columbia. The resultant contract may be used in the rest of the U.S. and its territories, including Guantanamo Bay, Cuba and other outside of contiguous United States (OCONUS) installations.

The solicitation will be issued as a competitive 100% Small Business (SB) set-aside pursuant to FAR 6.203 and FAR 19.502-2. The proposed contract type is a single, Firm-Fixed Price (FFP), Indefinite-Delivery/Indefinite Quantity (IDIQ) contract for environmental compliance services, executed through issuance of firm-fixed price task orders. It will be competitively procured using the policies and procedures of FAR Part 15, Contracting by Negotiation.

The primary North American Industrial Classification System (NAICS) Code for this procurement is 541620 Environmental Consulting Services. The Small Business Size Standard for this NAICS Code is $16.5 Million.

Offerors will be required to perform Environmental Planning and Conservation services which include: Environmental Planning, Natural Resources, Cultural Resources, Installation Restoration, compliance-related projects, and related technical data and reports in compliance with applicable Department of Defense (DoD); Department of Navy (DON); Federal, State and local statutes and regulations; and with DoD and DON policies, instructions and guidance in accordance with the contract requirements.

This is a negotiated procurement utilizing the best value trade-off source selection process that consists of the submission of non-price and price proposals. Award will be made to the offeror whose offer represents the best value to the Government, price and non-price factors considered.

The Government's intent is to issue a single, Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract for a five-year ordering period and the Federal Acquisition Regulation (FAR) 52.217-8 Option Period, for up to six months, if necessary.

The minimum guarantee is established at $50,000. The minimum guarantee of $50,000 will be fulfilled by the issuance of the first Task Order. The contract ceiling will not exceed $30,000,000 for the life of the contract. Task orders will be firm-fixed-priced, normally in the range of $50,000 to $250,000 per order.

No paper copies of this solicitation will be issued. Amendments will be posted on the Beta.SAM.gov website for viewing or downloading.

This will be the only method of distribution for this solicitation; therefore, it is the offeror's/contractor's responsibility to check the website periodically for any amendment(s) to this solicitation that may be issued, if any.

The anticipated date of RFP/solicitation issuance is on or after 13 April 2020.
