Enterprises, Employment, and Enabling Environments (E4)

Background
The U.S. Agency for International Development (USAID) Central Asia is seeking services under the Enterprises, Employment, and Enabling Environments (E4) mechanism to support the Mission’s RDCS Development Objective (DO) 1: Expanded, diverse and competitive trade and markets. The goal of E4 is to increase employment and jobs through increased private productivity and competitiveness. The Contractor will focus on removing obstacles to growth at the firm level, developing skills identified by employers or entrepreneurial expertise, addressing legal and regulatory constraints, and fostering employment and incomes in Central Asia.

Work Details
The Contractor will provide activities that support specific work under Task Orders across the five countries of Central Asia. The work includes three components: Enterprises – Fostering Competitive Industries, Employment – Developing a Capable Workforce and Entrepreneurship, and Enabling Environments – Creating Conditions for Jobs and Investment. Each component has specific technical requirements and illustrative activities detailed in the solicitation.

Period of Performance
The period of performance for the contract will be determined through task orders issued during the ordering period as specified in Section F of the contract.

Place of Performance
Activities performed under this IDIQ will cover the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan, Turkmenistan, and the Republic of Uzbekistan. Task Orders will specify the specific geographic coverage of activities.
