Enterprise Measurement and Configuration Services EMACS

Background
The Department of Veterans Affairs (VA) is seeking Enterprise Measurement and Configuration Services (EMACS) to support the VA's Veteran Experience Office (VEO) and Veteran Experience Services (VES). The EMACS contract aims to provide Configuration Delivery teams to support all services and deliverables, including statistical survey plans/methodologies, data engineering & management, data science & analytics, and operations & maintenance.

Work Details
The Contractor shall provide Configuration Delivery teams to support all the services and deliverables, including statistical survey plans/methodologies, near real-time data collection capabilities, lagging data collection capabilities, production and/or presentation design support, development and delivery of ad-hoc graphics, visual aids, executive briefs and/or presentations. Additionally, the Contractor may need to provide, deliver, and maintain data management and lifecycle services such as integration, migration, standardization, quality improvement, processing, storage, maintenance, archive, and provenance across the VA enterprise. The Contractor shall also provide data strategy services to support the VA/VEO in devising a plan of action for how data is captured, evaluated, comingled, and used to improve the customer/employee experience across VA. Furthermore, the Contractor shall perform solution Operations and Maintenance (O&M) support activities by supporting the application from platform to server.
