You are invited to submit a proposal in response to the Enterprise Architecture, Data, and Engineering (EADE) solicitation. The scope of the architecture, data management, and engineering services includes the operational and system perspectives of Command and Control (C2), planning, transportation, logistics, and business support system domains. Informed by strategic vision documentation, the contractor will provide architecture, data management, and engineering support. Additionally, this requirement will support prototyping, information support plan development, software development, and system administration that allows Enterprise Architecture (EA) data to reside in one integrated architecture tool suite. This requirement procures an integrated enterprise architecture from the enterprise level through the solution level and across architectures. Integration is achieved through an architecture tool suite, the use of standardized templates and guidelines, training, and the architecture review process. The work effort will support engineering and analytical services required to support and implement USTRANSCOM, and its TCCs operational and system requirement(s) solutions. Individual task orders will identify the scope of work required for USTRANSCOM, the Air Mobility Command (AMC) supported by Headquarters Air Force Material Command?s (HQ AFMC) Air Force Life Cycle Management Center (AFLCMC), and the Military Surface Deployment and Distribution Command (SDDC). The United States Transportation Command Directorate of Acquisition (TCAQ) intends to solicit and award a single-award Indefinite Delivery Indefinite Quantity (ID/IQ) contract, with firm fixed price and labor hour task orders. The EADE ID/IQ will have a five-year ordering period, beginning on or around 14 August 2025. Task Orders will be negotiated after award of the ID/IQ contract, with performance expected to begin on or around 01 October 2025. All responsible sources may submit a proposal which shall be considered by the agency. Documents related to this acquisition, the solicitation, attachments, exhibits, and any amendments will be attainable electronically through the Solicitation Module in PIEE. Background
The United States Transportation Command (USTRANSCOM) is responsible for developing and directing the Joint Deployment and Distribution Enterprise to project strategic national security capabilities globally. The agency aims to provide end-to-end distribution process visibility and support logistical requirements for joint, U.S. Government, and multinational operations.

The Directorate of Command, Control, Communications & Cyber Systems (TCJ6) manages long-range planning and technical guidance for major transportation management systems across the Department of Defense (DoD). This solicitation seeks to procure architecture, data management, and engineering services that support USTRANSCOM's mission alongside its Transportation Component Commands (TCCs), including the Air Mobility Command (AMC) and the Military Surface Deployment and Distribution Command (SDDC). The goal is to achieve an integrated enterprise architecture that enhances operational efficiency across these commands.

Work Details
The contractor will provide comprehensive architecture, data management, and engineering support services that encompass the following tasks:
1. Develop integrated enterprise architecture from the enterprise level through solution level across various architectures.
2. Utilize an architecture tool suite along with standardized templates and guidelines to facilitate integration.
