The National Aeronautics and Space Administration (NASA)/George C. Marshall Space Flight Center (MSFC) plans to issue a Draft Request for Proposal (DRFP) on or about July 14, 2016, to seek industry comments for the Engineering Services and Science Capability Augmentation (ESSCA) requirement. An Industry Day Briefing regarding this requirement is scheduled for Thursday, July 28th from 9:00 a.m. to 11:00 a.m. at MSFC, Building 4203. A site tour will be offered afterward from 1:00 p.m. to 3:30 p.m. The DRFP Provision L.12, Industry Day and Site Tour, will contain detailed information regarding the Industry Day Briefing and Tour. It is currently estimated that the Final Request for Proposal (FRFP) seeking proposals from interested and qualified Offerors will be posted on or about September 16, 2016.

This requirement is a follow-on to NNM12AA41C which was awarded to Jacobs Technology. ESSCA will be a performance-based cost-reimbursement contract requiring engineers, scientists, and engineering technicians in support of NASA/MSFC. The contractor will be responsible for providing a variety of engineering and scientific support including, but not limited to:

Aero-Science Design, Development, and Test
Avionics and Electrical Systems Design, Analysis, and Test
Flight Software and Ground Test Design, Analysis, and Test
Operability Design, Analysis, and Test
Optics Design, Analysis, and Test
Scientific Disciplines Design, Analysis, and Test
Structural and Mechanical Design and Analysis
Systems Engineering and Management
Thermal and Fluids Design, Analysis, and Test
Propulsion Systems Design, Analysis, and Test
Materials Research, Analysis, Testing, Process & Hardware Development
Test Design and Operations

A Sources Sought Notice for this requirement was originally posted on October 7, 2016, under MSFC-PS22-10-07-2015. The notice was amended May 09, 2016, to include a Request for Information (RFI).

The North American Industry Classification System (NAICS) code for this procurement is 541712, Research and Development in the Physical, Engineering and Life Sciences (except Biotechnology) with a size standard of 1,250 employees.

The Government does not intend to acquire a commercial item using FAR Part 12.

All responsible sources may submit an offer which shall be considered by the Agency.

NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.

It is the Offeror's responsibility to monitor FedBizOpps for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).

All contractual and technical questions must be submitted in writing by e-mail as outlined in the forthcoming DRFP, Provision L.11, Communications Regarding This Solicitation. Questions via telephone will not be accepted.

Background

Period of Performance
The contract will include a four-year base and two two-year options.
