Description

The Joint Surveillance and Target Attack Radar System (JSTARS) division at Robins Air Force Base has a requirement for E-8 Weapon System Integrity Program (WSIP) Engineering Services excluding structural integrity, to sustain and improve the integrity of the E-8 fleet. This effort is a follow-on E-8 requirement for WSIP Engineering Services and Alion Science and Technologies Corporation is the incumbent. The previously awarded contract was a FAR Part 16 competitive acquisition awarded to Alion Science and Technology Corporation on the General Services Administration (GSA) One Acquisition Solution for Integrated Services (OASIS) Pool 3. Per the attached Justification for Exception to Fair Opportunity, this task order was awarded on a sole-source basis in the interest of economy and efficiency as a logical follow-on to an order already issued under the contract, as all awardees were given a fair opportunity to be considered for the original order in accordance with FAR 16.505(b)(2)(i)(C).

This will be for a 2 year, Cost Plus Fixed Fee (with some Cost Reimbursable No Fee CLINs) task order issued against the General Services Administration (GSA) OASIS Indefinite Delivery Indefinite Quantity Unrestricted contract vehicle with a one year base period of performance and 2 six month option periods. The Government conducted in-depth market research utilizing prior history, internet searches, and Small Business Administration (SBA) Dynamic Small Business Search (DSBS) searches. Only one vendor, Alion Science and Technology Corporation is identified as fully capable of fulfilling this JSTAR requirement in the interest of economy and efficiency IAW FAR 16.505(b)(2)(due to the circumstances surrounding the divestiture of the E-8 fleet as described in the attached justification.
