Description

The GSA PBS Office of Facilities Management (OFM), located at 1800 F Street, NW, Washington, DC, is responsible for providing facilities related solutions and services to federal tenant agencies. In coordination with GSA's PBS Regional Offices, OFM oversees facilities operations, energy and utility management, smart building technologies, childcare facilities, tenant amenities, sustainability, and facility risk management. The purpose of this BPA is to obtain subject matter expertise and program management consulting services to support OFM's work around energy, water, and sustainability performance. GSA's OFM at the headquarters' office, requires contract support to develop strategies to meet GSA's requirements in the Energy Act of 2020, EO 13990 and 14008, the Inflation Reduction Act of 2022 (IRA) and other anticipated legislation and EOs establishing bold sustainability, climate change mitigation and resilience, energy, and environmental justice goals for the GSA. The specific tasks are described below in Section 3.0 of the SOW. Off-site refers to the Vendor's offices and on-site refers to GSA facility sites as well as in-transit to and from GSA sites. The work will primarily be performed at the Vendor's offices or off-site location. Meetings will primarily be conducted via video conferencing (e.g., Google Meet). The contract shall be a firm-fixed price, with a base year and four option years. The base period of period of performance is anticipated to begin August 29, 2023 - August 28, 2024. However, the Government, at the conclusion of the procurement, shall determine the contract's final period of performance based on the actual award date. The method to establish this BPA award shall be based on best value to the government, price and other factors considered. A best value evaluation is, in and of itself, a subjective assessment by the Government of the proposed solution that provides the optimal results to the Government, price and other factors considered. Subjectivity is inherent in the process and is the cornerstone of the source selection decision. In an effort to provide insight to the offerors as to the decision making process of the Government, the following information is provided: - Award will be made to the proposal that offers the best value to the government. In the evaluation, technical is more significant than price. - In evaluating the technical quotes, evaluation factors 1, 2, and 3 are in descending order of importance Technical Approach, Past Performance, and Corporate Experience, respectively. - The Government will perform a best value analysis in accordance with the methodology and select the vendor that provides the best value to the Government.
