Description

The Naval Air Systems Command (NAVAIR), Precision Strike Weapons Program Office (PMA-201), intends to enter into sole source negotiations and subsequently award a Firm-Fixed-Price (FFP) delivery order to Boeing Company against Basic Ordering Agreement (BOA) N00019-16-G-0001. The anticipated delivery order provides for Egyptian Navy (EN) Class 209 Submarine Encapsulated Harpoon Engineering Change Proposal (ECP) 4250. Contract award is anticipated for the third quarter of fiscal year 2020.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

The Boeing Company is the sole designer, developer, manufacturer and integrator of the Harpoon Weapon System and its related equipment. The Boeing Company alone has the technical data, experience, requisite knowledge, technical expertise, special skills and facilities required to provide the services anticipated under these orders. The Boeing Company is the sole owner of technical data for Harpoon and therefore is the only responsible source that can meet the Government's requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
