Embedded Global Positioning System (GPS)/Inertial Navigation System (INS)-Modernization (EGI-M) Engineering Manufacturing Development

The United States Air Force, Air Force Materiel Command, Air Force Life Cycle Management Center (AFLCMC), Global Positioning System (GPS) Joint Service Support Management Office (JSSMO) Positioning, Navigation, and Timing-Program Office (AFLCMC/WNY PNT-PO) at Robins Air Force Base, GA is conducting market research to identify parties having an interest in as well as the resources and capabilities to support the requirement for continued comprehensive Engineering Service Support of Embedded Global Positioning System/Inertial Navigation System - Modernized (EGI-Ms) Engineering Manufacturing & Development (EMD)/Production efforts.

The contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor's facility. The Government will supply appropriate Government Furnished Equipment/Government Furnished Property (GFE/GFP) as negotiated.

Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. Prior market research conducted (Aug 2016, Nov 2017, and refreshed Apr 2019) revealed that the EGI Original Equipment Manufacturers (OEMs), specifically Northrop Grumman Systems Corporation and Honeywell International, Inc., were the only sources available for this effort. As such, contracts for the EGI-M Engineering Manufacturing Development (EMD) phase and follow-on indefinite delivery/indefinite quantity (IDIQ) production and sustainment contracts were awarded sole source to these companies. The Government anticipates additional time may be required for completion of the EMD phase. Any additional work related to the EMD phase is expected to be a continuation of those awarded contracts. The Government will not reimburse participants for any expenses associated with their participation in this survey.

(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.

(b) Although proposal and offeror are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.

(c) This solicitation is issued for the purpose of: Identifying capable sources to support the requirement for continued comprehensive Engineering Service Support of Embedded Global Positioning System/Inertial Navigation System - Modernized (EGI-Ms), Engineering Manufacturing & Development (EMD).
