TITLE OF PROJECT: Elevators Modernization, Texarkana Post Office and Federal Courthouse, 500 State Line, Texarkana, TX 71854.

DESCRIPTION OF PROPOSED WORK: Contractor shall provide all materials, labor, tools, equipment, and daily supervision to modernize two (2) existing Simplex operation, gearless traction passenger elevators. Provide new: AC motor, solid state microprocessor controls, car frame, cab, doors, and all associated work to provide two completely new elevators. All work performed under this contract shall meet or exceed the current ASME-A17.1 Elevator Code and the Uniform Federal Accessibility Standards.

THIS PROCUREMENT IS SET ASIDE FOR AWARD TO TOTAL SMALL BUSINESS FIRMS. OFFERS FROM OTHER BUSINESSES INCLUDING LARGE BUSINESSES WILL NOT BE CONSIDERED.

TENTATIVE DATES:

The solicitation will be issued on or about March 30, 2022. Proposals will be due on or about May 3, 2022. Award is anticipated to be on or about June 8, 2022.

The Period of Performance is 550 calendar days after notice to proceed.

PROCEDURES FOR AWARD: This project will be solicited and awarded via the best value, trade off source selection process in accordance with FAR Part 15 Negotiations and is a total small business set-aside. The goal of this method of evaluating technical factors and price is to select the proposal that offers the best balance between selecting the most experience/qualified/capable contractor for this specialized work while providing a fair and reasonable price to the government and minimizing performance risk. A solicitation will be issued requesting both written technical and price proposals. The Government will make award to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government or considered the best value, non-cost (technical) factors and cost/price considered. Award may be made without discussions; therefore, offerors will be requested to submit their best proposal terms (price and technical) to the government initially.
