Amendment 3 - The purpose of Amendment 3 is to notify Offerors that this solicitation and subsequently access to the Reading Library is hereby suspended due to possible long-term funding constrains and/or lack of funding. DISA will promptly issue a further amendment as warranted.

Amendment 2 - The purpose of Amendment 2 is to update Instruction to Offerors Sections L2.1.4. Electronic Reference Documents and L2.1.5. Communications. The proposals submission due date is extended until April 30, 2025.

Communications, Attachment L5 - Small Business Participation Plan, and Attachment L8 - Questions and Answers. The proposals submission due date is extended until April 23, 2025.

The Defense Information Systems Agency has a services requirement for Electromagnetic Battle Management Joint (EMBM-J) Situational Awareness (SA). This Request for Proposal is to solicit offers for this requirement.

The EMBM-J is an Acquisition Category Level III level requirement to develop and further enhance EMBM-J SA capabilities to enable visualization, analyses, and assessment of Electromagnetic Spectrum activities within an Area of Responsibility for situational awareness of the Electromagnetic Spectrum Operational Environment in support of Joint Electromagnetic Spectrum Operations for the Joint Force Commander. This requirement will procure software development/testing and engineering support for the continued development, deployment, operations, maintenance, test, training, and enhancements of the current EMBM-J SA software/system architecture using modern software methodologies and agile teams. Responsibilities include continuous integration/continuous delivery of EMBM-J SA releases within commercial cloud environments, system administration, maintaining security posture and Authority to Operate, user interface development, automation of data ingest, and enabling interoperability with military service EMBM systems and the EMBM-J Decision Support effort.

Background
The Defense Information Systems Agency (DISA) is seeking to enhance the Electromagnetic Battle Management Joint (EMBM-J) Situational Awareness (SA) capabilities. This initiative aims to improve visualization, analysis, and assessment of Electromagnetic Spectrum activities within an Area of Responsibility to support Joint Electromagnetic Spectrum Operations for the Joint Force Commander.

The contract will focus on software development/testing and engineering support for the EMBM-J SA software/system architecture, utilizing modern software methodologies and agile teams.

Work Details
The contractor will provide various services including:
1. Agile Program Management: Monthly program management support services as per PWS 6.1.
2. Engineering Support & Outreach: Engineering and outreach support services as per PWS 6.2.
3. Software New Capability: Development, testing, and delivery of new capabilities as per PWS 6.3.1.
4. Software Sustainment: Ongoing sustainment support for existing capabilities as per PWS 6.3.2.
5. Environment Infrastructure & Operations: Maintenance support for the EMBM-J SA infrastructure as per PWS 6.4.
6. Specialized User Request Support: Ad hoc Agile/DevSecOps support services as per PWS 6.5.
7. Help Desk Tier II Support: Tier II help desk services as per PWS 6.6.
8. Support for Live, Virtual, and Constructive Training: Integration support for training exercises as per PWS 6.7.
9. Migration to DISA Services/JWCC: Migration support from NGA to DISA environments as per PWS 6.8.
10. Deployment to JWICS: Deployment support in the Joint Worldwide Intelligence Communication System as per PWS 6.9.
11. GOAT Stand-Alone Application Integration: Integration of GNSS Operational Awareness Tool into EMBM-J SA architecture as per PWS 6.10.

Period of Performance
The contract will be performed over a period of 12 months with options for additional tasks extending beyond this initial term.

Place of Performance
The contract work will primarily take place at DISA facilities located in Fort Meade, MD.
