Eglin Wide Agile Acquisition Contract (EWAAC) Request for Proposal   5

The Air Force Lifecycle Management Center (AFLCMC) Agile Acquisition Directorate Contracting Office (EBX), located at 205 West D Avenue, Building 350, Suite 420, Eglin Air Force Base, FL, 32542, hereby issues the following Request for Proposal (RFP) which result in multiple awards for the Eglin Wide Agile Acquisition Contract (EWAAC) vehicle.

This procurement is being advertised as full and open. This procurement will use FAR part 15 RFP process and intends to award as many Indefinite Delivery Indefinite Quantity (IDIQ) contracts as possible, with respect to availability of funding, to the responsible offerors whose proposals, conforming to the RFP, will be most advantageous to the Government resulting in Lowest Price Technically Acceptable (LPTA), price and other factors considered. This is an IDIQ contract with no pre-established fixed contract prices. The actual deliverables will be determined by the Contracting Officer who will issue written Delivery Orders (DO) to the contractors.

UPDATE 9 July 2021: Clause H100 - On Ramp has been amended to correct an adminstrative error in the PoP time frame.

UPDATE 8 Aug 2021: Issuance of final amendment. Amendment makes notes can be found in Section 9 of RFP and states the following-

1. Remove DFARS 252.204-7021 as the prescription required OUSD (A&S) approval.
2. The parent company award will include an attachment in "Section J - Attachments" with all the subsidiary cage codes in the basic IDIQ. The Government will attempt to make subsidiary awards timely, but may make award after parent company award.

All other terms and conditions will remain the same. THERE IS NO NEED TO RESUBMIT IF YOUR COMPANY HAS ALREADY DONE SO. THE DFARS CLAUSE WILL BE REMOVED AT THE TIME OF AWARD FOR ALL OFFERORS.

UPDATE 26 AUGUST 2021: Issuance of Needed Amendment

1. This amendment adds 32 provisions and clauses that were added as a result of switching contract writing systems from ConWrite to Con-IT. These clauses were not included by the previous contract writing system's clause logic, but have been determined to be applicable and madatory for this requirement. A list of the added clauses can be found in "Attachment 6: Updated Clauses". A copy of the amended SF33 MUST BE SIGNED AND RETURNED BY THE NEW DATE OF 1 SEPT 2021 by 12 PM CST. To expedite response submissions, amended SF33s can be submitted via email if desired. Ensure that both the PCO (Steve Gilligan: stephen.gilligan.3@us.af.mil) and the CS (cameron.white.8@us.af.mil) are included in the "TO and CC" line respectively.

Failure to provide a signed copy of the amended SF33 WITHOUT EXCEPTIONS will render your submission(s) unresponsive. The PCO is only accepting amended SF33s from offerors who responded prior to the original close date of 9 August 2021.
