Background

The goal of this contract is to identify capable vendors who can provide paving, grading, drainage construction, and other associated work. This sources sought notice is part of the preliminary steps in determining the feasibility of a future solicitation for these services.

Work Details
The work under this contract includes:
1. Resurfacing, full depth reconstruction, and new full depth construction of bituminous concrete and portland cement concrete pavements.
2. Self-performing all tasks without subcontracting to third parties.
3. Providing in-house laboratory capabilities for testing asphalt.
4. Ensuring that asphalt production facilities are within a reasonable distance to deliver temperature-sensitive asphalt for large road and airfield construction projects.
5. Developing traffic control plans during milling and overlay projects, with coordination required with the Base Civil Engineering Controls shop for loop sensor installation during traffic intersection operations.

Period of Performance
The estimated period of performance for this contract is five years.
