CONTRACT INFORMATION: This is a pre-solicitation notice for a stand-alone contract to provide a Request for Proposal (RFP) for major upgrades to mechanical cooling systems in building 4010 located on Eareckson Air Station, Shemya Island, Alaska. This acquisition is a competitive 8(a) solicitation. North American Industrial Classification System code is 237110, Water and Sewer Line and Related Structures Construction. A solicitation will be available on this site and PIEE Solicitation on or about 3 July 2023. The Government intends to award one contract. The estimated magnitude of this contract will be between $10,000,000.00 - $20,000,000.00. The performance period will be approximately 730 calendar days.

DESCRIPTION OF WORK: This is a fully designed project This project will provide major upgrades to mechanical cooling systems in building 4010. The work will be phased to minimize system downtime. The upgrades include; (1) replacement of three chillers and associated pumps that provide refrigerated water to the air handler cooling coils, (2) replacement of demineralization equipment, pumps and heat exchanger serving the demineralized water system, (3) replace copper piping throughout the demineralized water system with stainless steel piping, (4) replacement of pumps for the ethylene glycol system that provides cooling of the transmitter power supplies and 3-bit phase shifters, as well as heating(deicing) of the radar Antenna Array, (5) addition of an electric boiler system to supply contingency heat to the array deicing system and (6) replacement of two exhaust fans.

OBTAINING THE SOLICITATION: The solicitation for this acquisition will be provided in electronic format only and is currently scheduled to be available for download on or about 3 July 2023 at the PIEE Solicitation Module website at https://piee.eb.mil/sol/xhtml/unauth/index.xhtml and the System for Award Management website at https://sam.gov/. Enter the solicitation number (W911KB23R0035) in the Keywords/SOL#. Dialogue box. Any future amendments to the solicitation will also be available for download from these websites. All responsible small businesses may submit an offer which will be considered by the agency. All notifications of changes to this solicitation shall be made through the internet only.
