Background
This RFP is issued to acquire Advisory & Assistance Services (A&AS) services for the nonpersonal services contract to provide programmatic, financial and policy expertise across the Research and Development (RD) Directorate in support of the Defense Threat Reduction Agency (DTRA). The A&AS will support across the chemical, biological, radiological, nuclear and high-yield explosives (CBRNE) spectrum and in the countering weapons of mass destruction (CWMD), countering improvised threats (CIT) and countering improvised threat networks (CTN) mission domains. The contracting officer has determined that market research supports a total small business set aside for the Programmatic (PMO) A&AS Follow On contract.

Work Details
The objective of this requirement is to acquire Advisory & Assistance Services (A&AS) expertise for the Defense Threat Reduction Agency (DTRA) in support of the Research and Development (RD) Directorate which requires programmatic, financial and policy expertise across the chemical, biological, radiological, nuclear and high-yield explosives (CBRNE) spectrum and in the countering weapons of mass destruction (CWMD), countering improvised threats (CIT) and countering improvised threat networks (CTN) mission domains that RD supports. DTRA's mission is to enable the DoD, the U.S. Government, and International Partners to counter and deter weapons of mass destruction, improvised threats and improvised threat networks. DTRA RD is the DTRA focal point for research, development, test, and evaluation (RDT&E) relevant to the mission domain of CWMD, CIT, and CTN which flows across the CBRNE spectrum. RD provides expertise across the full range of the CBRNE spectrum and the CWMD, CIT and CTN mission domain technologies to encompass understanding, detection, identification, characterization, denial, control, disabling, defeating, disposing, safeguarding the force, managing consequences, and test and evaluation in support of military and civilian operations.
