The Government will not accept any further questions regarding the subject RFQ.

The Government hereby issues RFQ 15DDHQ24Q00000163 Amendment 1 - Drug Enforcement Administration Polygraph Support Services and Government responses to Industry questions.

The Drug Enforcement Administration (DEA) is a law enforcement organization within the Department of Justice (DOJ). The Office of Security Programs (IS), Polygraph Support Section (ISG) primary mission is to provide nationwide investigative support in advancing DEA's mission and that of the DEA's law enforcement partners. This is achieved, in part, through the administration and review of criminal polygraph exams. Additionally, ISG is responsible for conducting pre-employment polygraph examinations and Quality Control reviews for prospective DEA CORE employees, in accordance with established Executive Orders and other regulatory directives. The Privacy Act of 1974, Office of Personnel Management (OPM) regulations, other relevant regulations from the Office of Management and Budget, DOJ and DEA policies and procedures has a mandate from Congress that all CORE series positions shall favorably pass a polygraph examination before granting employment.

DEA is seeking a contract to provide nationwide certified contractor support to administer polygraph examinations for new and existing Drug Enforcement Administration CORE Employees. The Contractor shall manage, schedule, conduct, report, collaborate, assist, and support the DEA Office of Security Programs, ISG personnel in polygraph examinations across geographic locations with the continental United States (CONUS) as required by DEA hiring efforts. The contractor shall abide by all standards, policies and procedures set forth in all ISG SOP and all subsequent Personnel Investigative Notices, Personnel Investigative Policies and/or other correspondence provided by the ISG.

The place(s) of performance will be within CONUS. Examination locations will be at DEA approved sites and will be identified by the appropriate DEA point of contact, DEA Office of Security Programs, ISG Program Officer and/or Government COR.

Tasks include:

  1. Polygraph Examinations
  2. Polygraph Reporting
  3. Polygraph Quality Control
  4. Program Management:

The period of performance for this contract shall include one (1) 12-month base period, two (2) 12-month option periods.

The North American Industry Classification System Code (NAICS) used for this effort is 561611 Investigation Services.

All communications concerning the solicitation, including any of a technical nature, shall be made through the Contracting Officer. All questions, technical or otherwise, shall be in writing

and received by the Contracting Officer, Laura Over, at laura.e.over@dea.gov and Nathan Wright, at nathan.j.wright@dea.gov no later than 19 September at 12:00 PM EST. All questions and answers will be provided to Offerors as an amendment to the solicitation prior to the quoted due date. Questions shall identify the applicable section, page number and paragraph of the solicitation and applicable attachment pertaining to each question. The Government will not consider questions received after this date.

The Drug Enforcement Administration Polygraph Support Services requirement is a new requirement. This is not a re-compete action. There is no incumbency for this requirement.

Background
The Drug Enforcement Administration (DEA) is a law enforcement organization within the Department of Justice (DOJ). The Office of Security Programs (IS), Polygraph Support Section (ISG) is tasked with providing nationwide investigative support to advance DEA’s mission and that of its law enforcement partners. This includes administering and reviewing criminal polygraph exams, conducting pre-employment polygraph examinations, and performing quality control reviews for prospective DEA CORE employees.

The contract aims to ensure that all CORE series positions favorably pass a polygraph examination before granting employment, in compliance with various regulations including the Privacy Act of 1974.

Work Details
The contractor will provide nationwide certified support to administer polygraph examinations for new and existing DEA CORE Employees. Responsibilities include:
1. Conducting polygraph examinations, estimated at 900 per year, with up to two examinations per applicant, including per diem and travel in accordance with Federal Travel Regulations (FTR).
2. Reporting on the results of the polygraph examinations.
3. Implementing quality control measures for the examinations.
4. Managing the program effectively while adhering to all standards, policies, and procedures set forth by ISG SOP and related directives.

Period of Performance
The contract includes one 12-month base period followed by two 12-month option periods.

Place of Performance
The contract will be performed within the continental United States (CONUS) at DEA approved sites identified by designated DEA personnel.
