DRAFT RFP Questions/Responses for Air Transportable Galley Lavatory (ATGL)

Background
The contract is for the sustainment of the Air Transportable Galley and Lavatory (ATGL) units. The ATGL is a piece of roll-on/roll-off common support equipment that supports various aircraft platforms. The contract aims to provide program engineering support, overhaul, repair, and material management to ensure the ATGL fleet is in optimal condition. The contract will benefit the United States Air Force (USAF) by sustaining the fleet of 165 ATGL units and providing overhaul, parts usage, and failure data for future sustainment efforts.

Work Details
The Contractor will be required to overhaul up to 33 ATGL units each contract year in accordance with Technical Orders (TOs) 13B4-4-1 and 13B4-4-3.

The Contractor shall replace all 463L pallets on the ATGL with brand new pallets purchased directly from the manufacturer.

The Contractor shall also provide repair and replacement services as needed.

The Contractor shall establish a high-quality parts process to ensure no more than 2.5% per 100 parts delivered are defective.

The Contractor shall provide field parts support, including acknowledging receipt of parts requests within two business days and having a plan of action within four business days.

The Contractor shall also provide engineering and technical field support, responding to requests for support within specified timeframes.

The Contractor shall update and maintain the current technical orders for the ATGL system, including operations, maintenance, illustrated parts list, work cards, and manufacturer's data TOs.

The Contractor shall also provide training to the field on overhaul inspections and repair tasks.

Period of Performance
The period of performance for the contract will be a three-year base with seven option years.

Place of Performance
The services will be performed at the Contractor's facility.
